RIM renames App World to BlackBerry World, opens registration for $10k developer guarantee

There's no question that RIM knows how key attracting as much developer support as possible will be to its upcoming BlackBerry 10 platform, and that's where its focus seems to be at the BlackBerry Jam Asia event in Bangkok. CrackBerry's live blog notes that RIM has announced a new name for its store, going from BlackBerry App World to just BlackBerry World (likely due to its dedicated sections for music, movies and TV shows) as well as a number of regional partners pledging support for the platform like Baidu, Kantana and Fox Sports. Another feature shown off at the event was the ability of its keyboard handle multiple languages and prediction within a single conversation. It also celebrated the success of a recent port-a-thon event, continuing to tout the ease with which devs can bring their projects from iOS and Android to BlackBerry 10.

The SDK gold release is scheduled for December 11th with all the APIs necessary, and developers can register for that $10,000 Built For BlackBerry incentive guarantee starting today ahead of the January 21st deadline. While you're signing up for that, BlackBerry app makers who want to try out the new hotness on a device with a physical keyboard should sign up for a Dev Alpha C unit. After passing out 7,500 Dev Alpha units since May, its promising these to the top 1,500 people who sign up, have submitted two apps or more and are ranked by score based on certain other developer activities. Also, those original 7,500 can sign up to swap their Dev Alpha for Limited Edition BlackBerry 10 hardware after launch. Counting 60 million active BBM customers in Asia and claiming it's both the largest and fastest growing segment there we expect to see continued focus from RIM there, as of now we're only a couple months away from finding out how the world reacts to BlackBerry 10.

Measures to boost the environmental worth of Scottish farmland will benefit from the latest round of Rural Priorities funding, worth more than ?19 million.

Organic producers will benefit from ?1.47 million of support alongside projects to enhance biodiversity on protected designated sites, support black grouse and improve water quality.

This brings the total of Rural Priorities funding approved to around ?568 million since it was launched through the Scotland Rural Development Programme (SRDP) scheme in 2008.

Rural Affairs Secretary Richard Lochhead said:

?This latest round of more than ?19 million of Rural Priorities funding will provide much-needed support to environmental and forestry projects across rural Scotland. This essential funding will support a wide range of activity from planting new woodland to investing in organically managed farmland across Scotland.

?These projects will not only benefit the rural communities which are being supported but will also make a substantial contribution to meeting climate change and favourable condition targets, protecting and enhancing some of our most valuable areas designated as Sites of Special Scientific Interest.

?Over the past five years, we have approved around ?568 million of Rural Priorities support benefiting thousands of projects across rural Scotland. This vital funding under the Scotland Rural Development Programme will continue to deliver wider environmental benefits across the country for many years to come.?

Projects approved in the Axis Two ?agri-environment? and forestry funding round include:

A collaboration of projects in Tayside will work with the Saving Scotland?s Red Squirrels project to coordinate control of grey squirrels by landowners across the region. Around ?300,000 will be distributed over the next five years. This will fund a total of 18 cases to create barriers for grey squirrels to help halt the decline of the native red squirrel, one of our most iconic species.

David Kirkpatrick of Auchenbainzie, Thornhill has been awarded ?40,228 over five years, to manage water margins, habitat mosaics and wetland. This funding will also create two hectares of new woodland over fifteen years. These projects will restore, conserve and enhance species and habitats that are important to Dumfries and Galloway, providing nesting areas and habitats for a wide array of plants, insects and birds.

Jeff Stoddart of Halls Farm, Penicuik has been awarded ?100,518 over five years, to deliver a conservation grazing programme on a Site of Special Scientific Interest (SSSI). The restructuring of livestock management on the farm will benefit grassland and fen habitats in the SSSI. This will improve the quality of the land for a diverse array of species through targeted planting and sensitive grazing.

Alexander Cook of Mosshead, Inverurie has been awarded ?93,420 over five years to convert his entire 84 hectares farm to organic production. This will enable the business to farm all of the land at Mosshead organically, delivering associated biodiversity, pollution control, energy efficiency and soil protection benefits. This proposal also contributes to the national target of increasing the area of organically managed farmland in Scotland.

The approved schemes aim to meet the key Axis Two outcomes of improving water quality, mitigation of climate changes and the protection and enhancement of Scotland?s bio-diversity and landscape. This will make a significant contribution towards helping Scotland meet its international commitment, set out under the Natura Directives, UN and EU policy, to reach climate change and favourable condition targets on designated protected sites (SSSIs).

There will also be a considerable range of biodiversity benefits which include; helping to maintain traditional grazing management on fragile land, active management of semi-natural habitats and providing feeding and nesting sites for a range of farmland breeding birds.

This is the 13th round of funding under Rural Priorities and focuses on Axis Two (agri-environment and forestry) projects.

Rural Priorities is a competitive funding mechanism under the Scotland Rural Development Programme (SRDP). It delivers targeted environmental, social and economic benefits to 11 designated regions of Scotland. The priorities for each region are agreed with local stakeholders and contracts are awarded for the proposals which are best able to deliver those priorities.

The Scottish Government and European Union funding covers part of the cost of individual projects, with the remainder coming from the applicants ? a healthy sign that rural businesses and community groups are investing in their future.

Camera trap photo of rare cat wins prize

ScienceDaily (Nov. 29, 2012) ? A photograph taken by Wildlife Conservation Society scientists of a little known Bolivian cat species called an oncilla has won a BBC Wildlife camera-trap photo competition.

The photo, which won the New Discoveries category, documents the first-known occurrence of this extremely rare spotted cat in Madidi National Park.

The Oncilla (Leopardus tigrinus) occurs across the Amazon and along the tropical Andes. About the size of a house cat, they are the smallest cat species of South America's lowlands. Very little is known about their life history.

WCS researchers Guido Ayala, Maria Viscarra, and Robert Wallace submitted the photo taken last July during camera trap surveys of jaguars and other wildlife living in Madidi -- considered to be among the most biodiverse protected areas on the planet.

More than 1,300 entries were submitted from around the world. The winning entry received ?1,000 (approximately $1,500), courtesy of Paramo Directional Clothing Systems and the World Land Trust.

The new record for oncilla in Madidi pushes the number of confirmed cat species in the park to six with at least two more waiting to be confirmed. Madidi National Park contains 11 percent of the world's birds, more than 200 species of mammals, almost 300 types of fish, and 12,000 plant varieties. The 19,000 square-kilometer (7,335 square mile) park is known for its array of altitudinal gradients and habitats from lowland tropical forests of the Amazon to snow-capped peaks of the High Andes.

The Greater Madidi-Tambopata Landscape Conservation Program aims to develop local capacity to conserve the landscape and mitigate a variety of threats, including road construction, logging, and agricultural expansion.

Metabolic protein launches sugar feast that nurtures brain tumors

PKM2 slips into nucleus to promote cancer; potential biomarker and drug approach discovered

Researchers at The University of Texas MD Anderson Cancer Center have tracked down a cancer-promoting protein's pathway into the cell nucleus and discovered how, once there, it fires up a glucose metabolism pathway on which brain tumors thrive.

They also found a vital spot along the protein's journey that can be attacked with a type of drug not yet deployed against glioblastoma multiforme, the most common and lethal form of brain cancer. Published online by Nature Cell Biology, the paper further illuminates the importance of pyruvate kinase M2 (PKM2) in cancer development and progression.

"PKM2 is very active during infancy, when you want rapid cell growth, and eventually it turns off. Tumor cells turn PKM2 back on - it's overexpressed in many types of cancer," said Zhimin Lu, M.D., Ph.D., the paper's senior author and an associate professor in MD Anderson's Department of Neuro-Oncology.

Lu and colleagues showed earlier this year that PKM2 in the nucleus also activates a variety of genes involved in cell division. The latest paper shows how it triggers aerobic glycolysis, processing glucose into energy, also known as the Warburg effect, upon which many types of solid tumors rely to survive and grow.

"PKM2 must get to the nucleus to activate genes involved in cell proliferation and the Warburg effect," Lu said. "If we can keep it out of the nucleus, we can block both of those cancer-promoting pathways. PKM2 could be an Achilles' heel for cancer."

By pinpointing the complicated steps necessary for PKM2 to penetrate the nucleus, Lu and colleagues found a potentially druggable target that could keep the protein locked in the cell's cytoplasm.

MEK, ERK emerge as targets
The process begins when the epidermal growth factor connects to its receptor on the cell surface. This leads to:

  • Activation of the MEK protein, which in turn activates ERK.
  • ERK sticking a phosphate group to a specific spot on PKM2.
  • Phosphorylation priming PKM2 for a series of steps that culminate in its binding to the protein importin, which lives up to its name by taking PKM2 through the nuclear membrane.

Once in the nucleus, the team showed that PKM2 activates two genes crucial to aerobic glycolysis and another that splices PKM RNA to make even more PKM2.

An experiment applying several kinase-inhibiting drugs to human glioblastoma cell lines showed that only a MEK/ERK inhibitor prevented EGF-induced smuggling of PKM2 into the nucleus. ERK activation then is mandatory for PKM2 to get into the nucleus.

"MEK/ERK inhibitors have not been tried yet in glioblastoma multiforme," Lu said. Phosporylated PKM2 is a potential biomarker to identify patients who are candidates for MEK/ERK inhibitors once those drugs are developed.

MEK inhibitor blocks tumor growth
The researchers also found that the two glycolysis genes activated by PKM2, called GLUT1 and LDHA, are required for glucose consumption and conversion of pyruvate to lactate, crucial factors in the Warburg Effect. Depleting PKM2 in tumor cell lines reduced glucose consumption and lactate production.

In mice, depleting PKM2 blocked the growth of brain tumors. Re-expressing the wild type protein caused tumors to grow. However, re-expression of a PKM2 mutant protein that lost its ability to get into the nucleus failed to promote tumor formation. Experiments in human glioblastoma cell lines showed the same effect.

Injecting the MEK inhibitor selumetinib into tumors inhibited tumor growth, reduced ERK phosphorylation, PKM2 expression and lactate production in mice. In 48 human tumor samples, the team found that activity of EGFR, ERK1/2 and PKM2 were strongly correlated.

Cause of PKM2 overexpression
Lu and colleagues also published a paper in Molecular Cell that revealed a mechanism for overexpression of PKM2 in glioblastoma. They found that EGF receptor activation turns on NF-KB, which leads to a series of events culminating in PKM2 gene activation.

PKM2 levels were measured in tumor samples from 55 glioblastoma patients treated with standard of care surgery, radiation and chemotherapy. The 20 with low PKM2 expression had a median survival of 34.5 months, compared to 13.6 months for the 35 patients with high levels of PKM2.

Level of PKM2 expression in 27 low-grade astrocytomas was about half of the expression found in higher grade glioblastomas.

"In these two papers, we show how PKM2 is overexpressed in tumors, how it gets into the nucleus, that nuclear entry is essential to tumor development, and identified potential drugs and a biomarker that could usefully treat people," Lu said.

Paralysis by analysis should not delay decisions on climate change, experts urge

ScienceDaily (Nov. 27, 2012) ? Uncertainty about how much the climate is changing is not a reason to delay preparing for the harmful impacts of climate change says Professor Jim Hall of the Environmental Change Institute at the University of Oxford and colleagues at the Tyndall Centre for Climate Change Research, writing in Nature Climate Change.

The costs of adapting to climate change, sea-level and flooding include the upfront expenses of upgrading infrastructure, installing early-warning systems, and effective organisations, as well as the costs of reducing risk, such as not building on flood plains.

Robert Nicholls, Professor of Coastal Engineering at the University of Southampton and the Tyndall Centre for Climate Change Research, says: "Some impacts of climate change are now inevitable, so it is widely agreed that we must adapt. But selecting and funding adaptation remains a challenge."

Professor Nicholls and his co-authors describe two ways of assessing how much adaptation to climate change is enough by balancing the risk of climate change against the cost of adaptation. First they describe cost-benefit analysis where the cost of the adaptation has to be less than the benefit of risk reduction. Alternatively, decision makers can seek the most cost-effective way of maintaining a tolerable level of risk. This approach is easier for policymakers to understand, but thresholds of tolerable risk from climate change are not well defined.

The Thames Estuary Gateway is the only place in the UK where a level of protection against flooding is defined in law -- a 1 in 1000 year standard of protection which needs to be maintained with rising sea levels. The authors conclude that adaptation decisions need exploration across a variety of different interpretations of risk, not a single answer.

"Like all complex problems several perspectives are needed and any single answer would misrepresent the uncertainty, but let us not let paralysis by analysis be an obstacle to action on adaptation," says Professor Hall.

"Adaptation decisions have further benefits. The tenfold increase in the Netherlands standard of flood protection proposed in 2008 has sent a message to global business that the Netherlands will be open in the future, come what may," adds Professor Nicholls.

Luxembourg's Yves Mersch appointed to ECB Executive Board

BRUSSELS (Reuters) - Luxembourg's Yves Mersch won a position on the European Central Bank's Executive Board on Friday after months of dispute with European Parliament legislators who objected to his appointment because of a lack of women in the bank's senior ranks.

European leaders meeting in Brussels approved the appointment of Mersch, who is currently the governor of Luxembourg's central bank. He will join the board on December 15 for an eight-year term, the European Council said in a statement.

Mersch's appointment had been held up by the European Parliament, which says member states have not tried hard enough to find suitable women for the position, and by Spain, which wants its own candidate.

Last month, lawmakers in the parliament rejected Mersch's candidacy to the board that forms the nucleus of the ECB's policymaking Governing Council.

The decision by the council of EU member countries to press ahead regardless will strain relations with the European Parliament and could delay agreement on rules to boost bank capital reserves, in which the lawmakers have a say.

"Citizens across the EU have been astounded to discover the lack of gender diversity in the ECB, and indeed in other EU organisations," said Sharon Bowles, who chairs the European Parliament's influential economic and monetary affairs committee.

"Today's decision undermines and discredits work being undertaken to make the EU's economic governance system more democratically accountable," she said in a statement.

Martin Schulz, the president of the European Parliament, struck a more muted tone in a speech he delivered to leaders.

"When key positions are filled in the future, we expect you to observe the principle of gender parity," he said.

Mersch is an inflation-fighting hardliner whose views are close to those of the Bundesbank, the German central bank, which has lacked a close ally on the Executive Board since German Juergen Stark quit last year.

Spain, whose ECB Executive Board member Jose Manuel Gonzalez Paramo ended his term earlier this year, argued in favor of a woman taking the job and its Economy Minister Luis de Guindos said Madrid wanted a Spanish candidate for the post.

The controversy over Mersch's appointment has angered central bankers and policymakers who say the delay in filling the vacancy is causing practical problems.

Austria's Gertrude Tumpel-Gugerell and Sirkka Hamalainen of Finland are the only two women to have occupied posts on the ECB's Executive Board since it was set up in 1998. There are currently no women at the top of the central bank.

According to Newsday, Chris Weidman is out of UFC 155 with an injury. Costa Phillipou, whose UFC 154 bout was canceled at the last minute because of opponent Nick Ring's illness, will step in to fight Tim Boetsch.

Weidman is one of the top contenders at middleweight. He is undefeated, and has recent wins over Demian Maia and Mark Munoz.

This injury is the second blow to Weidman in the past month. His home in Long Island was severely damaged by Hurricane Sandy. Though no one in his family was injured, much of the house was wrecked.

High-speed video and artificial flowers shed light on mysteries of hummingbird-pollinated flowers

ScienceDaily (Nov. 21, 2012) ? How flowers have evolved particular colours, shapes and scents to attract pollinators has long fascinated ecologists. Now, using artificial flowers and high-speed video, researchers have gained intriguing insights into the intimate relationship between hummingbirds and the flowers they pollinate. The study, published in the British Ecological Society's journal Functional Ecology, is the first to measure how much energy hummingbirds use while hovering to feed from flowers of different orientation.

Hummingbirds are among the smallest and most brightly-coloured birds on Earth, and one of the only types of bird capable of hovering for long periods. They are also crucial pollinators of flowering plants across the Americas. Hummingbird-pollinated flowers are usually red, tubular-shaped and have no smell, characteristics that have been well-studied by ecologists. Why most hummingbird-pollinated flowers hang down vertically, however, has remained a mystery.

Working with Anna's hummingbirds (Calypte anna) ? the most common hummingbird species on their university campus ? Dr Nir Sapir and Dr Robert Dudley of the University of California, Berkeley built a series of artificial ?flowers?. The artificial flowers, which pointed horizontally, vertically-downwards or were tilted 45 degrees downward, supplied nectar to the birds.

After training the hummingbirds to feed from the artificial flowers, the researchers used high-speed video to record how flower orientation affected the birds' body position and hovering style while feeding. They then fitted the artificial flowers with a mask to measure the amount of oxygen ? and hence how much energy ? the birds used to hover while feeding.

The results revealed that to feed from flowers hanging down vertically, the hummingbirds had to adopt a ?bizarre? body position, with their bodies upright and heads bent back, and that doing so required 10% more energy than feeding from horizontal flowers.

The results are intriguing, says Dr Sapir: ?Because flowers need pollinators to reproduce, flowers have evolved to attract pollinators. Almost all hummingbird-pollinated flowers hang down vertically, so our hypothesis was that they evolved this way because hummingbirds would have to use less energy to feed from them. We found the opposite ? that it's more costly in energy terms for hummingbirds to feed from these flowers.?

In evolutionary terms, this means other factors must be at play. ?Our findings suggest other factors may be dictating flower orientation. Flowers may need to exclude less efficient pollinators, such as insects, and so flowers that hang down vertically may be selected during evolution to increase pollination efficiency. And horizontal flowers are more exposed to rain, which can dilute the amount of nectar in a flower, and we know that hummingbirds can tell how sweet nectar is, so they may select downward-facing flowers because their nectar is less diluted by rain and thus contains the most sugar.?

Daily Report: H.P. Takes Huge Charge on &#39;Accounting Improprieties ...

In Wednesday?s New York Times, Quentin Hardy and Michael J. de la Merced report on Hewlett-Packard?s accusations that Autonomy, a British software maker it purchased last year, had engaged in ?serious accounting improprieties.? Before the deal, H.P. says, Autonomy inflated its sales; the problems went undetected by outside accountants ? both Autonomy?s auditors and a firm H.P. hired to vet the deal.

The news came on the day that Hewlett released its quarterly earnings report. The company reported a $6.9 billion loss, dragged down by the Autonomy mess and continuing problems in the business that resulted in an overall charge of $8.8 billion. On Tuesday, the stock continued falling, dropping 12 percent to less than $12, its lowest point since 2002.

Now, the Autonomy matter has been referred to regulators in two countries, and the Federal Bureau of Investigation has opened a case, according to people briefed on the matter who were not authorized to speak publicly. H.P. is also considering its own legal action. ?This took time? to uncover, said Meg Whitman, H.P.?s chief executive. The issues, she said, ?were designed to be hidden.?

On DealBook, Peter Eavis reports that the accusations are eerily reminiscent of accounting missteps uncovered at software firms during the tech bubble over a decade ago, suggesting that there is something about the software business that makes it easier for executives to indulge in questionable accounting.

Hewlett can?t escape the onslaught of bad news.?In recent years, what was once a giant of Silicon Valley has been buffeted by management turnover, board controversy and waning profits. The company, which previously rivaled the likes of I.B.M., Cisco and SAP, has watched the value of its stock erode sharply.

Even before the accounting problems, the acquisition of Autonomy, which sells software that examines data for patterns,?looked troubled. Within weeks, the deal contributed to the downfall of the chief executive at H.P. and led to squabbles among company?s directors, including Ms. Whitman, who took over in September 2011.

Kaiser Permanente Research Finds Association Between Access to ...

DENVER ? Patients with online access to their medical record, including secure email communication with clinicians, had an associated increase in use of some clinical services, according to new Kaiser Permanente research published this month in the Journal of the American Medical Association.

The study examined health records of more than 500,000 Kaiser Permanente members in Colorado between May 2005 and June 2010. The researchers looked at office visits, telephone encounters, after-hours clinic visits, emergency department encounters, and hospitalizations between members with and without online access to the health care provider?s patient portal, My Health Manager on kp.org.

While this study found an association between a patient?s use of these online tools and an increase in clinical services, it did not determine or examine the reasons behind the increase.

?Kaiser Permanente has been using an electronic health record for more than a decade. Our clinicians have become sophisticated in their use of the EHR as a tool to improve care coordination as well as the quality of care we deliver to our members,? said Ted Palen, MD, PhD, MPSH, a clinician researcher at Kaiser Permanente?s Institute for Health Research and the lead author of the study. ?Our members have also become more mature in their understanding of and use of the online health care tools available to them through My Health Manager. Our future research will examine the impact of these tools on health care delivery models, patient health status and their health outcomes.?

In the study, more than 44,000 online users were matched with 44,000 non-online users. Members with My Health Manager access had 16 percent more office visits and 8 percent more telephone calls per member per year after signing up for online access, compared to their rate before they had online access. In contrast, members without access to My Health Manager had 8 percent fewer clinic visits and no change in telephone calls per member per year over the course of the study. Other clinical services increases, such as emergency department visits and inpatient stays, were associated with the use of kp.org. Similar patterns of utilization were seen for both members under and over 50 years old.


In addition, members who had asthma or diabetes and were also users of My Health Manager had significantly increased rates of office visits, 15 percent and 13 percent respectively, compared to their pre-online access rates.

?The use of patient portals is a transformative new element in the long history of health care delivery. We are seeing impacts on improved quality of care and patient loyalty. Survey results from previous research found that members and physicians believe secure email can save a visit to the clinic,? said Terhilda Garrido, vice president for health IT transformation and analytics at Kaiser Permanente. ?Clearly there is so much more to learn. We look forward to digging into Colorado's work and better understanding this new modality and its implications.?

Members were included in this study if they were over 18 years old, maintained active My Health Manager access for at least 12 months, and used at least one online feature during the designated study period.

This study is part of Kaiser Permanente?s larger ongoing work to better understand how electronic health records can be used to transform care delivery for members. Previous Kaiser Permanente research published in Health Affairs in 2010 showed that secure patient-physician email messaging improves the effectiveness of care for patients with diabetes and hypertension.

Also, in a recent Kaiser Permanente study published in the Annals of Internal Medicine, researchers found that the use of electronic health records was associated with improved drug-treatment intensification, monitoring and risk-factor control among patients with diabetes.

My Health Manager is Kaiser Permanente?s personal health record, linked to its comprehensive electronic health record system, Kaiser Permanente HealthConnect?. My Health Manager users can access their health records, view lab test results, email their physicians, request prescription refills, make, change and cancel appointments for themselves and, if authorized, also for family members.

Nationally, more than 4 million Kaiser Permanente members are registered for My Health Manager, including more than 242,000, or 62.7 percent of members in Colorado. Use of online health tools has steadily increased among Kaiser Permanente members since they were introduced in 2005 and in Colorado since they were offered in 2006.

Not Another Brick in the Wall: Capitalism and Student Protests in Chile

A few days ago, I visited a high school in a poor urban area in Western Santiago and met with the junior and senior classes to discuss the student movement of 2011 in Chile. ?What were the mobilized youth demanding?? I asked the students in the San Alberto Hurtado School. ?Did they succeed?? The questions were relevant enough to keep the students engaged. They voiced their opinions and argued for a while, beating the somnolence induced by the heat and the preceding lunch. As I left, my thoughts went to Pink Floyd: these kids, many of whom had joined the protest the previous year, did not want to become just another brick in the edifice of a market economy. They wouldn?t have any trouble joining the labour market upon graduation?this was a trade school, after all, where kids were trained in culinary arts and in telecommunications?or after college, for those who would continue into higher education. But they were no longer content to be just a manual or intellectual labourer in the machinery of a capitalist economy.

Why were high school and higher education students protesting in the streets for so long and in such great numbers? After all, the street rallies often involved 100,000 people, week after week, and the strikes went on for so long that thousands of high school students failed to advance and had to repeat grades, and universities had to extend the term well into the summer to prevent their students from losing a whole semester. What could possibly have caused such an indignant reaction? The juniors and seniors of the San Alberto Hurtado School said the students had demanded an educational system of quality for all, not just the affluent, and wanted higher education to be free of tuition fees. They said that the students didn?t like the municipal control of public schools installed during the years of the Pinochet regime, and proposed instead to restore the role of the central government (the national Ministry of Education) in the governance and administration of public schools. The kids also brought up the issue of ?democratization,? or the demand for student participation in school governance, especially critical at the higher education level. They also demanded that public universities had to be appropriately funded so that they could carry out their social mission. But was all this enough to fuel a social movement of such scale?

When it was my turn to weigh in, attempting an explanation of the forces propelling the demonstrations, I reminded the assembly that behind these complaints were two glaring wounds in the Chilean social compact: extreme inequality across social strata, and an educational system that couldn?t be counted upon to provide opportunities for a better life to those disadvantaged by inequality. While economists are in disagreement about the degree of intergenerational social mobility in Chile, the feeling of the people, especially among the youth marching in the streets last year, is that inequality in Chile is not only great, but has been persistent over time, and that our poor-quality, unregulated, underfunded, market-driven educational system is to blame.

Another very important battle cry of the movement evoked during my session at San Alberto Hurtado School was, ?No more profit!? In Chile, private K-12 schools, as well as non-university tertiary institutions, can organize themselves as business corporations. In the case of universities, although the law requires that they be non-profit charities, most, in fact, shirk the law and generate economic surpluses that find their way to the founders of the university and their successors through shell companies. Protesters strongly denounced such arrangements?both the legal and the illegal profiteering?as profoundly misguided, and were clear in their belief that ?education can never be a business.?

In the media, representatives of the striking university students had also articulated their concerns about the subjugation of education to the demands of the economy. The need for universities to seek most of their funding through tuition fees as well as consulting, training, research and development services provided to paying customers was decried as a distortion of the mission of the university, from serving the good of the whole to serving the requirements of those who could pay. The design of curricula based on the demands of labour markets and the transformation of education into job training were similarly offered as examples of what was wrong with higher education in Chile.

While not apparent among the kids I was visiting this time, analysts pointed out that the protests signaled a malaise that extended across the nation and went beyond education to a deep frustration with the characteristics our society has adopted since the neoliberal reforms of the early 1980s. The outcomes are clear: individualistic pursuit of wealth; trust displaced by contracts; blatant materialism and consumerism (even among those who can hardly afford it, leading to stifling debt); spatial segregation of the poor into ghetto-like districts in all major cities while the rich and the upper-middle-class enclose themselves in gated communities; privatized education, pensions, health care. All of this points to an every-man-for-himself society where solidarity, the quest for the common good, and shared responsibility for the well-being of everyone are completely absent.

This discontent explains the protests? singular strength of numbers; the determination of purpose among the students in the face of police repression and the looming prospect of losing the academic year; ample social support of the cause across age groups and social conditions; and wide scope of the demands of the student movement (extending to items such as a constitutional convention and the nationalization of mining resources).

This dimension of the phenomenon was, by the way, what turned the student movement into international news. Chile, its educational woes, and the marching students would not have been of interest were it not for the fact that Chile is the marquee country for successful neoliberal reforms, a full member of the OECD touted by the World Bank and other development agencies as an exemplar of a well-managed economy and sound social policy. It is also a stable democracy with one of the most reliable rule of law environments in the region. For all whose political hearts are located to the left of the current political economy orthodoxy, a stumble in Chile?s seemingly unstoppable trajectory to development by way of neoliberalism is exciting news. In the context of similar mass expressions of rejection of the tenets and outcomes of this orthodoxy, like the indignados in Madrid, or Occupy Wall Street in New York, Chileans could be seen as joining in a world-wide denunciation of global capitalism.

But the expansion of the movement to embrace the different manifestations of this diffuse discontent became its undoing. As the movement gained social support and became a political and communications juggernaut various items in the left?s wish list?at best, only marginally related to education?were added to the agenda. This ultimately eroded the legitimacy of the overall movement to the detriment of its education-related goals. As the movement became a catalyst for all grievances, from education to the environment, the gain in size came at the expense of a loss in focus and in the ability to present a coherent message to society and an actionable set of demands to the government.

The blurring of the education-focused purpose of the movement, joined with other factors to undermine the movement. A collective mode of decision-making bogged down leadership with intractable and opaque internal disputes and made it look radical and unreasonable. The government adopted a clever delaying strategy, betting on natural attrition and the dissolving effect of the end of the academic year, and the change of leadership of most student unions at year?s end(which displaced Camila Vallejo, the enormously charismatic president of the student federation at the University of Chile) to erode momentum. And they were right; all of these factors conspired to wind down the movement and bring it to an end, although scattered, weaker manifestations of it have emerged during 2012 as well.

Now, back to the assembly room in the San Alberto Hurtado School. I had asked them what their opinion was with respect to the degree of success of the student movement. Did it achieve anything? Was it worth the tremendous effort? The students in the assembly room were divided. Some pointed to the increase in student aid, and the easing of the financial conditions for repayment of college loans. I brought up the government?s bill to create a higher education agency responsible for protection of students? rights and the enforcement of the non-profit status of private universities. There was also the initiative to revamp and strengthen accreditation as a means to quality assurance in schools and in higher education, and a new program by the government to invest in the improvement of schools of education in universities.

There was much beyond policy measures that was gained by the installation of education and its problems center stage in the political and policy agendas, in the agenda of the media, and in the consciousness of educators, school administrators, faculty, the teachers? union, and society at large. Typically, the health of an educational system is a matter of great importance to all, but of little urgency for most. Last year?s protests over education highlighted its importance and at the same time turned it into an urgent problem.

Unlike the students in Roger Waters? song, Chilean students need an education. They need good quality universities and colleges, whether they were born amidst privilege or in abject poverty. Perhaps the single-most important outcome of last year?s protests is that now they are aware of this need, they understand why this is a need, and they are prepared to demand it as a right.
