New laws ban employers from Facebook logins

With the start of the new year, some?states are just saying no?to employer snooping of employees' Facebook?accounts, with laws that prohibit bosses from being able to obtain your Facebook?login and password, as well as from getting?those for your?other social networking?accounts.

Six states???California, Delaware, Illinois, Maryland, Michigan and?New Jersey???passed such?laws, with Michigan's being the most recent. It was signed into law Friday by Gov. Rick Snyder, and took effect immediately.

Michigan's?law also "penalizes educational institutions for dismissing or failing to admit a student who does not provide passwords and other account information used to access private Internet and email accounts, including social networks like Facebook and Twitter," according to Reuters.

California and Illinois' laws take effect Jan. 1, and extends the employer?ban to job applicants.?California and Delaware are going another step farther, "prohibiting higher education?institutions from requiring students to disclose social media passwords or account information," according to the?National Conference of State Legislatures.

California's law also applies the social media password snooping ban to public employers, not just private ones.?

Last spring, Maryland became the first state to prohibit employer access to social media accounts, spurred by the frightening tale of Robert Collins,?a state Department of of Public Safety and Correctional Services worker who was told he had to turn over his Facebook password if he wanted to be reinstated to his job?after he returned from a leave of absence.

The ACLU of Maryland took up his cause, posting?a YouTube video?of his story.?As NBC News' Helen A.S. Popkin wrote at that time, "employers and colleges demanding Facebook passwords or other inappropriate access to social network profiles gained national attention" after?NBC News'?Bob Sullivan first broke the storyof the not-uncommon practice.?

Meanwhile, in Texas last month,?a state Senate bill,?S.B. 118, was introduced that would make it illegal for an employer to require or ask for access to employees' and job applicants' personal accounts "through electronic communication devices."

As the organization noted, 14?states "introduced?legislation?in 2012 that would restrict employers from requesting access to social networking usernames and passwords of applicants, students or employees."

But some of those states are not very far along, from Massachusetts, where a bill was filed last March, ?but little else done;?to?Missouri, where a similar bill was introduced, sent to a committee last April and hasn't been heard from since.

FOR the second time, a death in her family has inspired Jody Struthers to ride a bike more than 200km to raise money for leukemia.

Ms Struthers' two-year-old niece, Holly Muhling, died in November after being diagnosed with acute lymphocytic leukemia four days after her second birthday.

"It's been a bit of a hard year for our family," Ms Struthers said.

"I wanted to do something for her, to raise money and awareness of leukemia."

She decided to take part in the 2013 Ride to Conquer Cancer.

It will be the second time she has taken part in the long ride from Brisbane into the Somerset region after competing in the wake of her uncle's death from leukemia.

"I did the ride in 2011 after our uncle died, so I thought it would be right to do the next one for Holly," Ms Struthers said.

"The ride begins in St Lucia in Brisbane and goes up north towards Esk.

"This year it came through Leichhardt too, so it's pretty close to home for Ipswich too."

The Ride to Conquer Cancer is more than 200km long and takes two days for riders to complete.

She is looking to raise $2500 to take part in the ride in August.

I'm hoping we can raise money to help leukemia research, it's such a worthy cause and the disease has affected my family so terribly.

Holly was diagnosed with the condition on February 10 and was to go through monthly chemotherapy until early 2015.

This year the Ride to Conquer Cancer brought out more than 1500 riders who raised more than $5 million for the Queensland Institute of Medical Research.

Next year's ride, the third annual event, will be held August 17 and 18.

Queensland Institute of Medical Research director Professor Frank Gannon said the ride was a vital funding boost to the institute's cancer research program.

"This year, 23,000 people will be diagnosed with cancer in Queensland and 7500 people will die from it," he said.

The ride gives a vital boost to the cancer program at QIMR and the resultant 27 ground-breaking research programs investigating the causes of more than 13 cancers including skin, brain, colorectal, breast, ovarian, blood and lymphoma.

Cyber-bullying topic of Jan. 15 AAUW community forum

The annual Community Forum sponsored by the Coastal-Georgetown American Association of University Women will focus on cyber-bullying - what it is, what schools and organizations are doing to address the issue and what tools and resources are available to parents, teachers and children to assist them when confronting cyber-bullying.

Cosponsoring organizations include: Children & Families First, AAUW Delaware, Girls Inc. of DE, Girl Scouts of the Chesapeake Bay, Wilmington University, League of Women Voters of Sussex County and Delaware Bullying Prevention Association.

Cyber-bullying is a nationwide issue that affects all ages, but is particularly difficult for school-age children. National statistics show that about one-third of middle and high school students report being bullied and nearly one million school-age children are cyber-bullied annually

The AAUW Forum will be held at 7 p.m., Tuesday, Jan. 15, at Epworth UM Church, Holland Glade Road, Rehoboth.? No pre-registration is needed.

Delaware Attorney General Beau Biden will speak about current cyber-bullying legislation.

The featured speaker, Dr. Julius Mullen, chief clinical officer of Children & Families First, will speak about the increasing problem of cyber-bullying as it relates to awareness and prevention strategies from a parent and teacher perspective.? A panel of experts will address aspects of bullying. Panel members include John Sadowski, Delaware Department of Education; Coleen O?Connor, Delaware Bullying Prevention Association; and Chris Beagle, CAMP Rehoboth. Dr. Rebecca Ghabour, chair of psychology at Wilmington University, will moderate. Time will be set aside for questions and answers.

AAUW is committed to advancing equity for women and girls through advocacy, education, philanthropy and research.? Over the fiscal cliff: Soft or hard landing?

WASHINGTON (AP) ? Two days out from the end of the year, lawmakers appeared to have made little progress toward devising a compromise to keep the nation from going over the so-called fiscal cliff at the start of 2013. All eyes were on the Democratic and Republican leaders in the Senate, who vowed to keep chipping away despite the wide gulf still separating them.

President Barack Obama exhorted lawmakers on Saturday to work hard for an accommodation. But earlier, optimistic words from the Senate's top Republican, Mitch McConnell, were muted by this cautionary note from the top Senate Democrat, Harry Reid: "Whatever we come up with is going to be imperfect."

A look at why it's so hard for Republicans and Democrats to compromise on urgent matters of taxes and spending, and what happens if they fail to meet their deadline:

___

NEW YEAR'S HEADACHE

Partly by fate, partly by design, some scary fiscal forces come together at the start of 2013 unless Congress and Obama act to stop them. They include:

? Some $536 billion in tax increases, touching nearly all Americans, because various federal tax cuts and breaks expire at year's end.

? About $110 billion in spending cuts divided equally between the military and most other federal departments. That's about 8 percent of their annual budgets, 9 percent for the Pentagon.

Hitting the national economy with that double whammy of tax increases and spending cuts is what's called going over the "fiscal cliff." If allowed to unfold over 2013, it would lead to recession, a big jump in unemployment and financial market turmoil, economists predict.

WHAT IF THEY MISS THE DEADLINE?

If New Year's Day arrives without a deal, the nation shouldn't plunge onto the shoals of recession immediately. There still might be time to engineer a soft landing.

So long as lawmakers and the president appear to be working toward agreement, the tax hikes and spending cuts could mostly be held at bay for a few weeks. Then they could be repealed retroactively once a deal was reached.

The big wild card is the stock market and the nation's financial confidence: Would traders start to panic if Washington appeared unable to reach accord? Would worried consumers and businesses sharply reduce their spending? In what could be a preview, stock prices around the world dropped Friday after House Republican leaders' plan for addressing the fiscal cliff collapsed.

Federal Reserve Chairman Ben Bernanke has warned lawmakers that the economy is already suffering from the uncertainty and they shouldn't risk making it worse by blowing past their deadline.

WHAT IF THEY NEVER AGREE?

If negotiations between Obama and Congress collapse completely, 2013 looks like a rocky year.

Taxes would jump $2,400 on average for families with incomes of $50,000 to $75,000, according to a study by the non-partisan Tax Policy Center. Because consumers would get less of their paychecks to spend, businesses and jobs would suffer.

At the same time, Americans would feel cuts in government services; some federal workers would be furloughed or laid off, and companies would lose government business. The nation would lose up to 3.4 million jobs, the Congressional Budget Office predicts.

"The consequences of that would be felt by everybody," Bernanke says.

THE TAXES

Much of the disagreement surrounds the George W. Bush-era income tax cuts, and whether those rates should be allowed to rise for the nation's wealthiest taxpayers. Both political parties say they want to protect the middle class from tax increases.

Several tax breaks begun in 2009 to stimulate the economy by aiding low- and middle-income families are also set to expire Jan. 1. The alternative minimum tax would expand to catch 28 million more taxpayers, with an average increase of $3,700 a year. Taxes on investments would rise, too. More deaths would be covered by the federal estate tax, and the rate climbs from 35 percent to 55 percent. Some corporate tax breaks would end.

The temporary Social Security payroll tax cut also is due to expire. That tax break for most Americans seems likely to end even if a fiscal cliff deal is reached, now that Obama has backed down from his call to prolong it as an economic stimulus.

THE SPENDING

If the nation goes over the fiscal cliff, budget cuts of 8 percent or 9 percent would hit most of the federal government, touching all sorts of things from agriculture to law enforcement and the military to weather forecasting. A few areas, such as Social Security benefits, Veterans Affairs and some programs for the poor, are exempt.

THERE'S MORE AT STAKE

All sorts of stuff could get wrapped up in the fiscal cliff deal-making. A sampling:

? Some 2 million jobless Americans may lose their federal unemployment aid. Obama wants to continue the benefits extension as part of the deal; Republicans say it's too costly.

? Social Security recipients might see their checks grow more slowly. As part of a possible deal, Obama and Republican leaders want to change the way cost-of-living adjustments are calculated, which would mean smaller checks over the years for retirees who get Social Security, veterans' benefits or government pensions.

? The price of milk could double. If Congress doesn't provide a fix for expiring dairy price supports before Jan. 1, milk-drinking families could feel the pinch. One scenario is to attach a farm bill extension to the fiscal cliff legislation ? if a compromise is reached in time.

? Millions of taxpayers who want to file their 2012 returns before mid-March will be held up while they wait to see if Congress comes through with a deal to stop the alternative minimum tax from hitting more people.

CALL THE WHOLE THING OFF?

In theory, Congress and Obama could just say no to the fiscal cliff, by extending all the tax cuts and overturning the automatic spending reductions in current law. But both Republicans and Democrats agree it's time to take steps to put the nation on a path away from a future of crippling debt.

Indeed, the automatic spending cuts set for January were created as a last-ditch effort to force Congress to deal with the debt problem.

If Washington bypassed the fiscal cliff, the next crisis would be just around the corner, in late February or early March, when the government reaches a $16.4 trillion ceiling on the amount of money it can borrow.

Boehner says Republicans won't go along with raising the limit on government borrowing unless the increase is matched by spending cuts to help attack the long-term debt problem. Failing to raise the debt ceiling could lead to a first-ever U.S. default that would roil the financial markets and shake worldwide confidence in the United States.

To avoid that scenario, Obama and Boehner are trying to wrap a debt limit agreement into the fiscal cliff negotiations.

SO WHAT'S THE HOLDUP?

They're at loggerheads over some big questions.

Obama says any deal must include higher taxes for the wealthiest Americans. Many House Republicans oppose raising anyone's tax rates. Boehner tried to get the House to vote for higher taxes only on incomes above $1 million but dropped the effort when it became clear he didn't have the votes.

Republicans also insist on deeper spending cuts than Democrats want to make. And they want to bring the nation's long-term debt under control by significantly curtailing the growth of Medicare, Medicaid and Social Security ? changes that many Democrats oppose.

Obama, meanwhile, wants more temporary economic "stimulus" spending to help speed up a sluggish recovery. Republicans say the nation can't afford it.

IT'S NOT JUST WASHINGTON

Seems like they could just make nice, shake hands and split their differences, right?

But there's a reason neither side wants to give ground. The two parties represent a divided and inconsistent America. True, Obama just won re-election. But voters also chose a Republican majority in the House.

Republican and Democrats alike say they are doing what the voters back home want.

Neither side has a clear advantage in public opinion. In an Associated Press-GfK poll, 43 percent said they trust the Democrats more to manage the federal budget deficit and 40 percent preferred the Republicans. There's a similar split on who's more trusted with taxes.

About half of Americans support higher taxes for the wealthy, the poll says, and about 10 percent want tax increases all around. Still, almost half say cutting government services, not raising taxes, should be the main focus of lawmakers as they try to balance the budget.

When asked about specific budget cuts being discussed in Washington, few Americans express support for them.

THE COUNTDOWN

Time for deal-making is short, thanks to the holiday and congressional calendars. Some key dates for averting the fiscal cliff:

? Lawmakers didn't begin returning to the Capitol until Thursday, leaving less than a week to vote on a compromise before year's end.

? Obama returned Thursday from his Christmas vacation in Hawaii. The president asked congressional leaders to the White House Friday to try to resolve the fiscal cliff.

? If lawmakers reach Dec. 31 without a deal, some economists worry that the financial markets might swoon.

? The current Congress is in session only through noon Eastern time on Jan. 3. After that, a newly elected Congress with 13 new senators and 82 new House members would inherit the problem.

Air Force faces Rice in Armed Forces Bowl

(AP) ? Troy Calhoun remembers the day almost six years ago when he returned to Air Force as the first academy graduate to become the head coach.

The Falcons were coming off three consecutive losing seasons, and Calhoun recalls what he was told after taking the job.

"Somebody said, 'Hey, realistically, these first five years, if you can catch lightning in a bottle one time, maybe you get to a bowl game,'" Calhoun said Friday.

Try six bowls in six seasons.

Air Force (6-6) makes its school-record sixth consecutive bowl appearance Saturday against Rice (6-6) of Conference USA in the Armed Forces Bowl.

Calhoun's first season ended with a loss to California in the 2007 Armed Forces Bowl, where the Falcons played three consecutive years before going to the Independence and Military bowls the last two years. They are back in Fort Worth after overcoming the loss of 17 senior starters from last season.

"I first found out about this opportunity back in the summer. We knew it would be really a goal for our squad," said Calhoun, whose team is the Mountain West Conference representative in the game. "We had only five starters coming back into this season. ... The first two weeks in August, we were a long, long ways away from being a bowl team."

Even with the huge turnover in the starting lineup, the Falcons still do well what they have for so long. They run. Air Force is second nationally with 329 yards rushing per game, and won against Hawaii ? the victory that got them bowl eligible ? without throwing a single pass.

"They are a very disciplined team," Rice cornerback Phillip Gaines said. "You can't try to do too much against this team because that's when they break the big plays. So you just have to be sound, and everything else will take care of itself."

Gaines broke up 18 passes during the regular season, tying for the national lead. Only four NCAA players have had 20 in a season, the last in 2006. Against Air Force, Gaines may not get many chances to reach that mark, though he knows he has stay focused on the receiver he's covering.

With only seven seniors (three of them tight ends), Rice is in its first bowl game since 2008. The Owls, who lost three games by four points or less, were 1-5 after a 14-10 loss at Memphis the first weekend of October.

"We set our goals to go to a bowl game this season. It was one where we were 1-5 at one point and had to get on a roll," coach David Bailiff said. "It's a tribute to our seniors who every day when our football team came over there, we would not let them have bad days. We drew a line in the sand. We used a lot of the hard lessons early that put us on a roll late."

Like Calhoun at Air Force, Bailiff is in his sixth season at Rice. The Owls made it to the Texas Bowl in Bailiff's second season, but this is only their third bowl since two postseason games during the 1961 calendar year ? the Sugar Bowl on Jan. 2 and the Bluebonnet Bowl in December of that year.

Since the Falcons' last game, senior quarterback Connor Dietz has graduated from the academy and been commissioned as a second lieutenant in the Air Force.

"He's an officer now, so we have to take orders from him and actually listen to him now," senior defensive lineman Nick DeJulio said with a chuckle. "He's one of our influential leaders."

Dietz, who followed a pair of four-year starting quarterbacks, is feeling healthy after being banged up toward the end of the regular season, when Air Force lost three of its last four games. He has thrown for 1,127 yards and eight touchdowns and run for 658 yards with five scores.

While Dietz only attempted four passes in the regular season finale after the zero-pass game against Hawaii, he expects the Falcons to mix in a few more passing plays against Rice ? if needed.

(AP) ? Katie Holmes' return to Broadway will be much shorter than she would have liked.

The former Mrs. Cruise's play "Dead Accounts" will close within a week of the new year. Producers said Thursday that Theresa Rebeck's drama will close on Jan. 6 after 27 previews and 44 performances.

The show, which opened to poor reviews on Nov. 29, stars Norbert Leo Butz as Holmes' onstage brother who returns to his Midwest home with a secret. Rebeck created the first season of NBC's "Smash" and several well-received plays including "Seminar" and "Mauritius."

Holmes, who became a star in the teen soap opera "Dawson's Creek," made her Broadway debut in the 2008 production of "All My Sons." She was married to Tom Cruise from 2006 until this year.

Jobless claims fall to lowest level in nearly five years

WASHINGTON (Reuters) - U.S. consumer confidence fell more than expected in December, hitting a four-month low as a looming fiscal crisis sapped what had been a growing sense of optimism about the economy.

The report heightened concerns that a failure by Washington to avert planned tax hikes and spending cuts could lead households to close their wallets, threatening an economic recovery that has been steady albeit lackluster.

Other data on Thursday highlighted the positive momentum building in the economy, with the number of Americans filing new claims for jobless benefits falling to a nearly 4-1/2 year low and new home sales hitting their highest level since April 2010.

But gauges of business sentiment have weakened recently on worries Washington will go forward with plans to slash the federal deficit by about $600 billion in 2013.

Now consumers also appear apprehensive, a sign worries about the so-called "fiscal cliff" could bite into household spending.

The Conference Board, an industry group, said its index of consumer attitudes fell to 65.1 from 71.5 in November.

A sub-index measuring how consumers feel about their present situation rose to its highest level in more than four years, but a gauge of sentiment about the future plunged to its lowest point in more than a year.

"Consumers are increasingly preoccupied with the potential damage the fiscal cliff will cause to the economy and to their wallets if a deal is not reached soon," economists at RBS in Stamford, Connecticut, wrote in a research note.

Separately, the Labor Department said initial claims for state unemployment benefits dropped 12,000 last week to a seasonally adjusted 350,000, the Labor Department said.

"This recent improvement in the claims data is potentially a favorable signal for the labor market," said Daniel Silver, an economist at JPMorgan in New York.

After spiking in the wake of a mammoth storm that ravaged the East Coast in late October, new claims have dropped to their lowest levels since the early days of the 2007-09 recession. The four-week moving average fell 11,250 last week to 356,750, the lowest since March 2008.

The claims data has no direct relation to the government's monthly employment report, but it suggests the surge in layoffs since the recession has at least run its course.

Still, many economists think hiring may remain sluggish even as the pace of layoffs ease.

Companies in recent months have been adding to their payrolls at a lackluster pace, and analysts expect the employment report due on January 4 will show 143,000 jobs were created in December, down from 146,000 in November.

"A significant improvement in labor market conditions ahead of any resolution to the fiscal cliff is unlikely," said Michael Gapen, an economist at Barclays in New York.

U.S. stocks opened flat but turned lower as the Senate Democratic leader derided Republicans for the lack of progress in budget talks and warned that a fall off the "cliff" appeared inevitable. Investors sought safety by buying U.S. Treasury debt and the dollar, which rose against the euro.

Following a truncated holiday break in Hawaii, U.S. President Barack Obama returned to Washington to restart talks to avoid the brunt of the fiscal cliff's impact, which would likely put the U.S. economy back into recession if not lessened.

HOLIDAY CAVEAT

The signs of progress in the claims data also included a caveat, at least for the latest week.

Obama declared Monday a holiday for federal workers and many state offices followed suit and were unable to provide complete data for last week's jobless claims. Data for 19 states was estimated, although 14 of those states submitted their own estimates, which tend to be fairly accurate.

The holiday season can make it more difficult to adjust the claims data for normal seasonal fluctuations, another reason to be cautious about the report for last week.

Separately, the Commerce Department said new U.S. single-family home sales rose in November to a 377,000-unit annual rate, while the median sales price jumped 14.9 percent from the same month in 2011, the latest signs the U.S. housing recovery is gaining some steam.

In a fourth report, the Chicago Federal Reserve Bank said its index of factory activity in the U.S. Midwest increased in November to 93.7 from a revised 92.2 in October.

Winter storm: Snow, rain, winds hit Northeast

As tornadoes ripped through the South, more than a foot of snow was dumped over parts of the Midwest, making for a post-Christmas travel nightmare. NBC's Mike Seidel reports.

A winter storm that has caused destruction and holiday travel disruption across the central United States?swept into the Northeast early Thursday, where it was expected to bring up to 2 feet of snow, drenching rain and possible flooding.

The major weather system has already brought record snowfall, icy roads, deadly high winds and even twisters to the nation?s midsection, leaving at least six dead.

It is now ?taking aim on the eastern Great Lakes and Northeast with heavy snow, coastal rain and gusty winds,? Weather Channel meteorologist Michael Palmer told NBC News.?Gusts of up to 60 mph are also possible.

?The heaviest snow will fall from western New York through the Adirondacks into Vermont, New Hampshire and northern Maine.?

More than 350 flights had been canceled Thursday morning, following the grounding of more than 1,600 the day before, Erica Hill of NBC's TODAY reported. Across the country, there were "thousands of passengers stranded by a backlog of canceled flights," TODAY reported, adding that more than 9,300 flights had been canceled since the storm began.

Where there isn?t snow, there will be torrential rain: From coastal New Jersey into southeast Massachusetts, localized urban flooding is possible with minor to moderate coastal flooding.

In New Jersey, flooding and high winds forced the closure of parts of Brick Township, local officials told the Weather Channel's Mike Seidel.

Showers and thunderstorms will hit the Southeast while residents in the Northeast can expect snow over the weekend. The Weather Channel's Kelly Cass reports.

Across most of the country, it will be colder than normal as arctic air dominates.

The storm pushed through the Upper Ohio Valley and made its way into the Northeast Wednesday night. Within hours, there was anywhere from a few inches of snow to a dozen in some locations.

Hundreds of flights were canceled or delayed on Wednesday and scores of motorists got stuck on icy roads or slid into drifts.

John Kwiatkowski, an Indianapolis-based meteorologist with the weather service, said: "The way I've been describing it is as a low-end blizzard, but that's sort of like saying a small Tyrannosaurus rex."

The storm system spawned Gulf Coast region tornadoes on Christmas Day, startling people like Bob and Sherry Sims of Mobile, Alal., who had just finished dinner.

"We heard that very distinct sound, like a freight train," said Bob Sims. They headed for a bathroom in the center of their house.

Power was still out at the Sims' home on Wednesday, but the house wasn't damaged and they used a generator to run heaters to stay warm. Some neighbors were less fortunate, their roofs peeled away and porches smashed by falling trees.

On one of the busiest travel days of the year, bad weather has forced airlines to cancel or delay flights. NBC's Katy Tur reports.

The storm also left freezing temperatures in its aftermath, and forecasters said parts of the Southeast from Virginia to Florida saw severe thunderstorms.

U.S. moves to sell advanced spy drones to South Korea

WASHINGTON (Reuters) - The Obama administration formally proposed a controversial sale of advanced spy drones to help South Korea bear more of its defense from any attack by the heavily armed North.

Seoul has requested a possible $1.2 billion sale of four Northrop Grumman Corp RQ-4 "Global Hawk" remotely piloted aircraft with enhanced surveillance capabilities, the Pentagon's Defense Security Cooperation Agency said in a statement dated on Monday and distributed on Tuesday.

South Korea needs such systems to assume top responsibility for intelligence-gathering from the U.S.-led Combined Forces Command as scheduled in 2015, the security agency said in releasing a notice to U.S. lawmakers.

"The proposed sale of the RQ-4 will maintain adequate intelligence, surveillance, and reconnaissance capabilities and will ensure the alliance is able to monitor and deter regional threats in 2015 and beyond," the notice said.

The United States has agreed with Seoul to turn over the wartime command of Korean troops later this decade. Current arrangements grew from the U.S. role in the 1950-1953 Korean War that repelled a North Korean takeover of the South.

Seoul has shown interest in the high-altitude, long-endurance Global Hawk platform for at least four years. The system, akin to Lockheed Martin Corp's U-2 spy plane, may be optimized to scan large areas for stationary and moving targets by day or night and despite cloud cover.

It transmits imagery and other data from 60,000 feet at near real-time speed, using electro-optical, infrared and radar-imaging sensors built by Raytheon Co.

The possible sale has been held up by discussions involving price, aircraft configuration and a go-slow on release of such technology subject to a voluntary 34-nation arms control pact.

The Defense Department began informally consulting Congress on the possible Global Hawk sale in the summer of 2011, only to withdraw it pending further work on the make-up of the proposed export to Seoul amid lawmakers' arms-control concerns.

The formal notification to Congress came less than two weeks after a North Korean space launch of a satellite atop a multi-stage rocket, a first for the reclusive state, widely seen as advancing its ballistic missile program.

A White House statement denounced the December 12 launch as a "highly provocative act" that would bear consequences for violations of United Nations resolutions. The North is banned from testing missile or nuclear technology under international sanctions imposed after its 2006 and 2009 nuclear weapons tests.

In October 2008, then-U.S. Defense Secretary Robert Gates told reporters that the United States was "very sympathetic" to South Korea's interest in Global Hawk. But he cited issues that had to be overcome because of the so-called Missile Technology Control Regime, or MTCR.

The pact, established in 1987, has been credited with slowing the spread of ballistic missiles and other unmanned delivery systems that potentially could be used for chemical, biological and nuclear attacks.

Pact members, including the United States, agree to curb their exports of systems capable of carrying a 500-kilogram (1,102-pound) payload at least 300 kilometers (186 miles). The Global Hawk falls under a strong presumption against export under MTCR guidelines.

The notification to Congress did not mention that a U.S. government waiver for such an export would be required.

Arms-control advocates fear that this could fuel instability and stir regional arms-race dynamics as well as provide diplomatic cover for an expansion of such exports by Russia, China and others.

The Obama administration agreed earlier this year to let South Korea, a treaty ally, stretch the range of its ballistic missile systems to cover all of North Korea, going beyond the voluntary pact's 300 km (186 miles).

The congressional notification is required by U.S. law and does not mean that a deal has been concluded.

If a sale takes place, it would be for the third generation of Global Hawk drones known as Block 30, the security agency's notice to Congress said.

The Pentagon, in its fiscal 2013 budget request, proposed mothballing its own Block 30 Global Hawks and ending plans to buy more of that generation. Doing so would have no effect on the administration's plans to acquire other versions of the long-range drone.

South Korea's possible Global Hawk purchase would mark the system's first sale in the Asia-Pacific region. It has already been sold to the North Atlantic Treaty Organization (NATO).

Australia, Japan and Singapore each have shown interest in buying Global Hawk systems, Northrop Grumman officials have said. Company representatives had no comment on the Christmas holiday on the proposed sale to Seoul.

NEWTOWN, Conn. (AP) ? Church leaders in Newtown are receiving standing ovations from parishioners they are helping to cope with the massacre at an elementary school.

Monsignor Robert Weiss of the St. Rose of Lima Roman Catholic church received applause at Sunday Mass and said he is grateful to everyone in the community for giving him strength to get through the week. Eight of the children and two of the adults killed at Sandy Hook Elementary School belonged to his church.

Sen. Daniel Inouye of Hawaii dead at 88

WASHINGTON (AP) ? Recovering from war wounds that left him with one arm, Danny Inouye wanted a cigarette and needed a light.

The nurse at the Army hospital in Michigan threw a pack of matches on his chest. He wanted to curse her. Instead, she taught him how to light it one-handed.

"Then she said, 'I'm not going to be around here for the rest of your life. You'll have to learn how to light your own matches, cut your own meat, dress yourself and do everything else. So from now on you're going to be learning,'" Inouye recalled decades later.

From that moment on it seemed like nothing would stop a determined Daniel K. Inouye, who died Monday after a uniquely American life defined by heroism in war and decades of service in the Senate ? and a lifelong love of Hawaii symbolized by his last utterance.

"Aloha."

Inouye, who broke racial barriers on Capitol Hill and played key roles in congressional investigations of the Watergate and Iran-Contra scandals, was 88.

A senator since January 1963, Inouye was currently the longest serving senator and was president pro tempore of the Senate, third in the line of presidential succession. His office said Monday that he died of respiratory complications at a Washington-area hospital.

Less than an hour after Inouye's passing, Senate Majority Leader Harry Reid announced Inouye's death to a stunned chamber. "Our friend Daniel Inouye has died," Reid said somberly. Shocked members of the Senate stood in the aisles or slumped in their chairs.

Inouye was a World War II hero and Medal of Honor recipient who lost an arm to a German hand grenade during a battle in Italy. He became the first Japanese-American to serve in Congress, when he was elected to the House in 1959, the year Hawaii became a state. He won election to the Senate three years later and served there longer than anyone in American history except Robert Byrd of West Virginia, who died in 2010 after 51 years in the Senate.

President Barack Obama, a native of Hawaii, said in a statement, "Tonight, our country has lost a true American hero with the passing of Sen. Daniel Inouye. ... It was his incredible bravery during World War II ? including one heroic effort that cost him his arm but earned him the Medal of Honor ? that made Danny not just a colleague and a mentor, but someone revered by all of us lucky enough to know him."

Obama also sent a tweet that ended "Aloha, Danny."

Inouye died after a relatively brief hospitalization. Once a regular smoker, he had a portion of a lung removed in the 1960s after a misdiagnosis for cancer. Just last week, he issued a statement expressing optimism about his recovery.

Despite his age and illness, Inouye's death shocked members of the Senate.

"I'm too broken up," said Sen. Patrick Leahy, D-Vt., who becomes president pro tem of the Senate. Leahy also is poised to take over the Senate Appropriations Committee.

"He was the kind of man, in short, that America has always been grateful to have, especially in her darkest hours, men who lead by example and who expect nothing in return," said Senate Minority Leader Mitch McConnell, R-Ky.

Hawaii Gov. Neil Abercrombie will appoint a replacement, choosing from a list of three candidates selected by the state Democratic Party. "We're preparing to say goodbye," Abercrombie said. "Everything else will take place in good time."

Whomever Abercrombie appoints would serve until a special election in 2014.

Inouye has represented Hawaii since it became a state in 1959, first in the House. He was handily re-elected to a ninth term in 2010 with 75 percent of the vote.

His last utterance, his office said, was "Aloha."

Inouye became president pro tem of the Senate in 2010, a largely ceremonial post that also placed him in the line of succession to the presidency, after the vice president and the speaker of the House.

Earlier, he had taken the helm of the powerful Appropriations Committee, where he spent most of his Senate career attending to Hawaii. At the height of his power, Inouye routinely secured tens of millions of dollars annually for the state's roads, schools, national lands and military bases.

Although tremendously popular in his home state, Inouye actively avoided the national spotlight until he was thrust into it. He was the keynote speaker at the 1968 Democratic National Convention, and later reluctantly joined the Senate's select committee on the Watergate scandal. The panel's investigation led to the resignation of President Richard Nixon.

Inouye also served as chairman of the committee that investigated the Iran-Contra arms and money affair, which rocked Ronald Reagan's presidency.

A quiet but powerful lawmaker, Inouye ran for Senate majority leader several times without success. He gained power as a member of the Senate Appropriations Committee and chairman of the defense appropriations subcommittee before Republicans took control of the Senate in 1994.

When the Democrats regained control in the 2006 elections, Inouye became chairman of the Senate Commerce Committee. He left that post two years later to become chairman of the powerful Senate Appropriations Committee.

Inouye also chaired the Senate Indian Affairs Committee for many years. He was made an honorary member of the Navajo nation and given the name "The Leader Who Has Returned With a Plan."

In 2000, Inouye was one of 22 Asian-American World War II veterans who belatedly received the nation's top honor for bravery on the battlefield, the Medal of Honor. The junior senator from Hawaii at the time, Daniel Akaka, had worked for years to get officials to review records to determine if some soldiers had been denied the honor because of racial bias.

Inouye's first political campaign in 1954 helped break the Republican Party's political domination of Hawaii. He was elected to the Territorial House of Representatives, where he served as majority leader. He became a territorial senator in 1958.

Inouye was serving as Hawaii's first congressman in 1962, when he ran for the Senate and won 70 percent of the vote against Republican Benjamin Dillingham II, a member of a prominent Hawaii family.

He is the last remaining member of the Senate to have voted for the Civil Rights Act of 1964.

"He served as a defender of the people of this country, championing historic changes for civil rights, including the equal rights of women, Asian-Americans, African-Americans and Native Hawaiians," said a visibly emotional Sen. Daniel Akaka, his longtime Hawaii colleague. "It is an incredible understatement to call him an institution, but this chamber will never be the same without him."

In 1968, President Lyndon Johnson urged Vice President Hubert Humphrey, who had won the Democratic nomination for president, to select Inouye as his running mate. Johnson told Humphrey that Inouye's World War II injuries would silence Humphrey's critics on the Vietnam War.

"He answers Vietnam with that empty sleeve. He answers your problems with (Republican presidential candidate Richard) Nixon with that empty sleeve," Johnson said.

But Inouye was not interested.

"He was content in his position as a U.S. senator representing Hawaii," Jennifer Sabas, Inouye's Hawaii chief of staff, said in 2008.

Inouye reluctantly joined the Watergate proceedings at the strong urging of Senate Democratic leader Mike Mansfield. The panel's investigation of the role of the Nixon White House in covering up a burglary at Democratic National Committee headquarters at the Watergate in June 1972 ultimately prompted the House to initiate impeachment proceedings against Nixon, who resigned before the issue reached a vote in the House.

In one of the most memorable exchanges of the Watergate proceedings, an attorney for two of Nixon's closest advisers, John Ehrlichman and Bob Haldeman, referred to Inouye as a "little Jap."

The attorney, John J. Wilson, later apologized. Inouye accepted the apology, noting that the slur came after he had muttered "what a liar" into a microphone that he thought had been turned off following Ehrlichman's testimony.

After the hearings, Inouye said he thought the committee's findings "will have a lasting effect on future presidents and their advisers. It will help reform the campaign practices of the nation."

He achieved celebrity status when he served as chairman of the congressional panel investigating the Iran-Contra affair in 1987. That committee held lengthy hearings into allegations that top Reagan administration officials had facilitated the sale of weapons to Iran, in violation of a congressional arms embargo, in hopes of winning the release of American hostages in Iran and to raise money to help support anti-communist fighters in Nicaragua.

"This was not a happy chore, but it had to be done," Inouye said of the hearings.

The panel sharply criticized Reagan for what it considered laxity in handling his duties as president. "We were fair," Inouye said. "Not because we wanted to be fair but because we had to be fair."

Born Sept. 7, 1924, to immigrant parents in Honolulu, Inouye was 17 and dreaming of becoming a surgeon when Japanese planes flew over his home to bomb Pearl Harbor on Dec. 7, 1941, changing the course of his life.

In 1943, Inouye volunteered for the Army and was assigned to the famed Japanese-American 442nd Regimental Combat Team, which earned the nickname "Go For Broke" and was one of the most decorated units of the war. Inouye rose to the rank of captain and earned the Distinguished Service Cross and Bronze Star. Many of the 22 veterans who received Medals of Honor in 2000 had been in the 442nd.

Unlike the families of many of his comrades in arms, Inouye's wasn't subjected to the trauma and indignity of being sent by the U.S. government during the war to internment camps for Japanese Americans.

"It was the ultimate of patriotism," Inouye said at a 442nd reunion. "These men, who came from behind barbed wire internment camps where the Japanese-Americans were held, to volunteer to fight and give their lives. ... We knew we were expendable."

Inouye said he didn't feel he had any choice but to go to war.

"I tried to put myself in the shoes of my neighbors who were not Japanese," Inouye once said. "I felt that there was a need for us to demonstrate that we're just as good as anybody else.

"The price was bloody and expensive, but I felt we succeeded," he said.

Inouye's dream of becoming a surgeon ended in the closing days of the war.

On April 21, 1945, he was leading a charge on a machine gun nest in Italy's Po Valley. He was shot in the abdomen, but kept inching toward the machine gun and managed to throw two grenades before his right arm was shattered by a German grenade. Even then, he continued to direct his platoon.

"By his gallant, aggressive tactics and by his indomitable leadership, Second Lieutenant Inouye enabled his platoon to advance through formidable resistance," his Medal of Honor citation said.

He spent the next 20 months in military hospitals. During his convalescence, Inouye met Bob Dole, the future majority leader of the Senate and 1996 Republican presidential candidate, who also was recovering from severe war injuries. The two later served together in the Senate for decades.

"With Sen. Inouye, what you saw is what you got and what you got was just a wonderful human being that served his country after the ill-treatment of the Japanese, lost an arm in the process," Dole said Monday. "He was the best bridge player on our floor. He did it all with one arm."

Despite his military service and honors, Inouye returned to an often-hostile America. On his way home from the war, he often recounted, he entered a San Francisco barbershop only to be told, "We don't cut Jap hair."

He returned to Hawaii and received a bachelor's degree in government and economics from the University of Hawaii in 1950. He graduated from George Washington University's law school in 1952.

Inouye proposed to Margaret Shinobu Awamura on their second date, and they married in 1949. Their only child, Daniel Jr., was born in 1964. When his wife died in 2006, Inouye said, "It was a most special blessing to have had Maggie in my life for 58 years."

He remarried in 2008, to Irene Hirano, a Los Angeles community leader. Sen. Ted Stevens, R-Alaska, with whom Inouye forged a remarkable friendship and alliance, served as Inouye's best man.

Inouye shunned the trappings of Washington's elite, leaving the telephone number of his Bethesda, Md., home in the phone book.

He took pride in handling even the smallest requests from his constituents.

He said he once was awakened at 2 a.m. by a telephone call from a Hawaii family asking for help in getting a soldier home for a family emergency. Inouye said he immediately called the Pentagon, and 30 minutes later the soldier had his orders to return home.

"That's a special type of satisfaction that I can enjoy that none of you can," he said.
