NASDAQ CEO blames CIO over Facebook IPO

Anybody following technology stocks knows that last month?s Facebook?s IPO on NASDAQ was a disaster. The IPO involved market confusion and charges that brokers withheld information, culminating in a rapid price decline when the stock opened. In addition, system issues delayed the opening by thirty minutes. Yes, this IPO was a mess by any standard.

In light of all these problems, it is now fascinating to read a summation from the CEO of NASDAQ, Robert Greifeld. Presenting to a group of corporate directors at Stanford University, Greifeld noted that NASDAQ staffers suffered ?arrogance? and ?over-confidence? in relation to the Facebook IPO. He also blamed his IT department, as reported in the Wall Street Journal:

Bing Venue Maps gets global-sized update, makes Euros' shopping trips easier

To make things short, Microsoft -- in partnership with Nokia -- is taking Bing Venue Maps over to the Vieux Continent, boosting the total number of mall-friendly maps to over 2,700, and making it more than 30 countries in which the offering's now live. For those unfamiliar with Venue Maps, the service allows you to find stores, bathrooms and even ATMs located within a good amount of shopping malls across North America, Europe and Asia. Today I am thrilled to share a beautiful and challenging guest post from my friend David Henson. ?

David ?received his Master of Arts from Graduate Theological Union in Berkeley, California, after receiving a Lilly Grant for religious education for journalist. When my faith foundered, the voices echoing the Nicene Creed in the cavernous halls of an ornate Episcopal church in Alabama caught me. Buoyed by the voices of the saints past and present in that parish, I felt my faith picked up at the seams and pinned to angels who carried me over canyons of doubt. It was as if, unable to reach toward heaven on my own, the confident voices of those around me raised my own voice like a marionette doll, awkward, but vaguely human.

The Creed saved my faith. It saved me.

Now, though, I wonder how many of those strong voices that I felt had carried me in my weakness relied on me just the same. And, maybe, this is the true beauty of the Creed, not that all those past and present raised their voices in utter faith and bold assurance of things unseen. Perhaps it is in the feeble offerings of each voice, giving strength to the crippled, cracked cries of the next, that the Creed's true power lies. That every time we say the Creed together, we create our faith together, spinning it out of the thin, stained light, the musty, moth-eaten faith of our fathers and mothers, our brothers and sisters.

How ephemeral this faith is, shimmering on quivering voices, threatening to disappear with its images of God and to leave behind only the smell of stale coffee breath and peppermint gum.

When we affirm our faith with the Creed, are we really simply affirming our faith in the faith of others, past, present and future??
Yet, out of such a beautiful, farcical facade, faith and community can be created, like gold from straw.

Currently, there is a popular video about the Nicene Creed circulating in my social media circles that implores Christians not to be "robots" when they say Creed, but rather to make it "real," whatever that means. I think it's a well meaning, but ultimately misguided, attempt to make the Creed relevant and interesting to today's generation. Most troubling, the video edits the Nicene ?Creed's most important word, changing "We believe" into "I believe." In effect, it transforms a communal creed whose meaning is built upon the historic confession of Christians for centuries into a personal one whose meaning is built upon how an individual feels about that confession at any given moment.?It robs the Nicene Creed of its power and authority and forces it to submit to latent individualism.

But the Nicene Creed transcends individual belief. It transcends my doubt and your doubt, our skepticism and our disbelief because it is dependent on something much greater than the whims of our conflicted and troubled minds.

Some days, the Nicene Creed is transcendent. On other days, there's not much left in the it that I believe as I once did, with the conviction that would make it "real" as the video implores. It's not so much that I've dismantled the deep mysterious myths and stories of the virgin birth, the resurrection, the one baptism for forgiveness of sins, the existence of one holy, catholic and apostolic faith. Rather it's that I have realized that these true mysteries of the Christian faith have little to do with how I feel about the content of such stories. On those days when I disbelieve, I proudly proclaim I am nothing more than a robot mumbling through the Creed and allowing the voices of the saints past, present and future wash over me, like a salve, not to restore my faith in belief, but my faith in community.?In these moments, I am much more aware that the community of the church is so much more than the sacred stories that bind us together. And, that somewhere between the two? my faith and the historic faith ? lies something holy.

It is as fragile as decaying lace. And as beautiful, too.

But it is a beauty tinged with a curse. As the pious above chant of the God begotten of Light, the unfaithful faithful call out in ragged whispers their own stories of Inquisitions, of lost political battles at important councils of faith, of unjust executions in the name of the Christ and of excommunications to shore up power.?And, then, there are the ones who could not manage to say some form of the Creed, or say it convincingly enough, and found themselves on the coal-black end of a burning stake.?They are God's children, exiled by the Creed, Christians made non-Christian when the faith was forced through the sieve of statecraft. They are our forefathers and mothers of the faith, crucified for unity, now calling out for resurrection.

The recent video sanctimoniously reminds viewers that "some saints have sacrificed their lives in defense of this Creed." We would do well to remember how many heretics ? real or imagined ? were made to sacrifice their own lives because of it, too.

So, I mumble the Creed with reluctant lips and an eager heart, begging forgiveness for it even as I am healed by it.

Still, I confess it every Sunday, regardless of how real it seems, because what itrepresents ? the faith of the historic church ? is so much larger than my feelings about.

The Creed saved my faith, completely, and it continues to as I limp along the path of Christ. But I can't help but feel that sometimes, it damns me just as fully.

One day in early 1995 a man named bob massie walked into my office at the outpatient clinic of Massachusetts General Hospital in Boston. Massie told me he had been infected with HIV?the virus that causes AIDS?for 16 years and yet had never shown any symptoms. My physical examination confirmed he was healthy, in stark contrast to all other patients I saw that day. At that time, a new combination of drugs was being tested that would eventually slow the progressive decline in immune function that HIV caused. In 1995, however, most people who had been infected with HIV for a decade or more had already progressed to AIDS?the stage marked by the inability to fight off other pathogens. The young man standing before me had never taken anti-HIV medication and strongly believed that if I learned the secret to his good fortune, the information could help others to survive what was then generally thought to be a uniformly fatal disease.

Massie was born with hemophilia, a blood-clotting disorder. In those days, nearly all hemophiliacs were HIV-positive because they were infused repeatedly with blood products agglomerated from thousands of donors?none of whom were screened for HIV until the mid- to late 1980s. (Today hemophiliacs receive artificial clotting factors, which pose no risk of HIV contamination.) Some of Massie's blood samples that had been stored for a study revealed that he had contracted HIV in 1978. Yet every test I conducted on him or his stored samples showed that the amount of virus in his blood was vanishingly small and that his immune responses seemed as strong as ever.

Pre-summit document presses EU banking union

BRUSSELS (Reuters) - European leaders will discuss specific steps towards a cross-border banking union, closer fiscal integration and the possibility of a debt redemption fund at a summit on June 28-29, according to a document prepared for the meeting.

Two officials familiar with the 10-15 page document, drawn up over the past month and which is still being revised ahead of the summit, said it sets out in detail the four "pillars" required for a strong economic and monetary union which leaders believe is necessary to secure the currency project's future.

As well as progress towards a banking union, the paper discusses the need for a more integrated budget policy, steps required for deeper economic integration, and how to retain "democratic legitimacy" if countries give up some sovereignty.

The document has been drafted by European Commission President Jose Manuel Barroso, European Council President Herman Van Rompuy, European Central Bank chief Mario Draghi, and Jean-Claude Juncker, head of the Eurogroup countries using the euro.

European leaders have already said the first area they need to work on is a banking integration as they try to break the link between bad banks and indebted governments, with the worsening situation in Spain an immediate concern.

EU officials believe that could be achieved in a year, although Berlin wants to see much more progress towards fiscal integration first, something that would require much longer due to the need to change the European Union treaty to achieve it.

The document goes into most detail on the banking proposals, setting out the need for a single European banking supervisor, a common EU deposit-guarantee scheme and a single bank-resolution fund to wind down the region's bad banks, the officials said.

The paper sets out options under each heading, saying that when it comes to a single banking supervisor it could either be charged with overseeing all EU banks, or else look after the major systemic banks with cross-border operations, while another body looks after broader, day-to-day oversight.

The expectation is the ECB will eventually be given sole responsibility for overseeing Europe's biggest banks, while the European Banking Authority watchdog retains a broader oversight role along with coordinating the work of national regulators.

On a common deposit insurance mechanism, the paper suggests that there needs to be a strengthening of and closer integration among national guarantee schemes to provide a more reassuring backstop across the whole European Union.

On a resolution fund to deal with failing banks, it calls for a single mechanism "with a large envelope" that would be financed via levies on the banking sector, such as a financial transaction tax, and would offer "an integrated EU solution for resolution".

The document, which draws heavily on proposals made by the European Commission on June 6, says an "immediate and permanent mutualisation" of risk may be required to backstop the banking sector. It suggests the euro zone's permanent ESM bailout fund could be used to recapitalize banks directly, rather than having to lend to governments for on-lending to banks.

All of those proposals would be possible under existing EU treaties and could be implemented relatively rapidly, the document indicates.

Even if it took only a year, this will probably not come quick enough to ease market pressure on Spain and Italy that is now reaching danger levels, although some analysts believe a strong signal of intent could help. That could also persuade the ECB to step in.

"Short term, there is clearly a risk that the summit will disappoint markets yet again. If that were to be the case, I have no doubt that the ECB will step in," said Erik Neilsen, global chief economist at Unicredit.

That could take the form of an interest rate cut, further easing of collateral rules for Spanish banks so they can continue to access ECB funds or even a resumption of the bank's bond-buying program, which several of its policymakers oppose, he said.

BUDGET INTEGRATION

In a second section examining the steps required for closer fiscal coordination, the document says there is a need to go beyond existing legislative proposals such as the fiscal treaty, which 25 of the EU's 27 countries have signed up to and which commits them to a balanced budget.

The paper says that as closer banking and fiscal integration is achieved, the issue of mutualisation of debt will become more immediate and it raises the option of a debt redemption fund along the lines of that proposed by Germany's "wise men".

That is an idea that France, Italy and others have pushed hard for but which German Chancellor Angela Merkel opposes.

Merkel has not ruled out a sharing of debt per se, but has said any discussion on it can only happen at the end of a long process of integration that is likely to take many years. In contrast, France will find it difficult to stomach the loss of sovereignty that fiscal union would demand.

"The political leaders are now trying to move to a degree of fiscal and political union within a very short period of time. In democracies, such changes usually take a few years, and whether enough can be achieved in time remains to be seen," Neilsen said.

"However, in my mind, this does not imply an imminent risk of a breakdown of the euro zone ... It's a political project, and political leaders are unlikely to throw in the towel because markets don't like the policies."

Other sections of the document discuss the broader aims of greater EU labor mobility, efforts to improve pan-EU competitiveness, and to examine common taxation such as a common corporate tax base and a financial transactions levy.

There is likely to be heated discussion on issues such as debt mutualisation and any pooling of liability under a banking union, with Germany adamant that it will not be put on the line to underwrite the liabilities of other euro zone countries.

No decisions are expected at the summit, but if leaders agree that there are grounds to push ahead, Barroso, Van Rompuy and the others will be given a further mandate to develop the ideas in greater detail, including more specific timelines.

Van Rompuy has said he hopes to have a more thorough set of plans drawn up by the next EU leaders' summit in October or possibly the one after in December.

As the world fights obesity at the human level, scientists at the University of Michigan and their colleagues have made a surprising finding at the microscopic level that could help fuel that fight.

Their work helps explain why fat-storing cells get fatter, and burn fat slower, as obesity sets in. If their findings from mice can be shown to apply to humans, they may provide a new target for obesity-fighting drugs.

By studying the tiny signals that fat-storing cells send to one another, the team has shown a crucial and previously unknown role for a molecule called Sfrp5.

The results, which appear online today and will be in the July issue of the Journal of Clinical Investigation, surprised them.

In a series of experiments, the team showed that Sfrp5 influences a signaling pathway known as WNT to stimulate fat cells ? called adipocytes ? to grow larger and to suppress the rate at which fat is burned in the mitochondria inside them.

By stopping cells from making Sfrp5, they were able to make mice that didn't get as fat as quickly because their adipocytes didn't grow large ? even when the mice were fed a high-fat diet. They even showed the impact when transplanting fat from Sfrp5?deficient mice into other mice.

The research was performed with National Institutes of Health funding in the U-M Medical School laboratory of Ormond MacDougald, Ph.D., the Faulkner Professor in the Department of Molecular & Integrative Physiology, a professor of internal medicine and a member of U-M's Brehm Center for Diabetes Research.

Working with postdoctoral fellow and first author Hiroyuki Mori, Ph.D., and colleagues, MacDougald says the team built on its previous findings about the importance of WNT signaling in fat cell development.

"WNT signaling plays a crucial role in regulating, and inhibiting, white fat cell growth and the recruitment of new cells to store fat," he explains. "But it appears that in obesity, Sfrp5 can interfere with that signaling, and may create a feedback loop that keeps stimulating production of more of itself."

He notes that the new results contradict previous work published by another group, which found essentially the opposite role for Sfrp5. A commentary accompanying the new U-M paper, by scientists from Denmark, notes the strong evidence behind the new findings and emphasizes the importance of further research on the topic.

MacDougald and his team zeroed in on Sfrp5 after years of studying WNT signaling between adipocytes. They and other teams had already seen that the amounts of Sfrp5 produced within fat tissue were higher in obese animals.

They were able to breed mice that could not make the molecule, and expected to see that these mice resisted obesity because they couldn't convert more cells into adipocytes to store excess fat from their high-fat diet.

But instead, they found that the mice without Sfrp5 did have just as many fat cells as other mice -- but that these cells didn't accumulate fat and grow bigger. As a result, the mice didn't get fat, no matter how rich their diet.

Looking more closely at Sfrp5-deficient mice, they saw a surge of activity in expression of genes related to mitochondria ? the furnaces inside cells that burn fat or other fuel to power cell activity. It was as if the furnaces had been stoked when Sfrp5 wasn't present, so fat could be burned at a higher rate than normal.

"From our results, we believe that Sfrp5 is an important moderator of mitochondrial activity, the first time this has been seen for the WNT signaling pathway in adipocytes," says Mori. "This underscores the complexity of WNT signaling."

In essence, MacDougald says, Sfrp5 poses as a decoy receptor for WNT signals to bind to, keeping them from binding to the receptors on the cell surface that they otherwise would bind to. With WNT signaling reduced, cells store fat and grow larger, and don't burn it as quickly. Then, the cells produce even more Sfrp5, creating the feedback loop that perpetuates the tendency for adipocytes to accumulate lipid.

While pharmaceutical companies are already looking at WNT signaling as a possible target for drugs related to bone formation, the new findings suggest that perhaps the same signaling pathway could be a target for anti-obesity drugs.

But, MacDougald cautions, the findings need to be explored further in both mice and humans. With the obesity epidemic putting hundreds of millions of people at risk of all types of diseases, that research has a special urgency behind it.

Like the mayor of New York, the president of Uruguay is a social engineer, convinced to the core that he knows best when getting citizens to do the right thing.

Bloomberg and Mujica even have a mutual fan club going. Bloomberg donated $500,000 and called the Uruguayan leader nearly two years ago to urge him on in support of the country?s ?labeling law that requires 80 percent of the front and back of cigarette packages to be covered with health warnings, an action that provoked the ire of Philip Morris International.

Recently both Bloomberg and Mujica have upped their game: Bloomberg gave Coca-Cola? and other soft-drink companies spasms when he proposed a 16-ounce size limit on the sugary beverages in restaurants, movie theaters and the like. Mujica has arguably done his friend Mike one better. He proposed earlier this week to legalize marijuana to stopper drug-related violence in his little country whose population is less than half that of New York City. Making pot more readily available would, in theory, quell demand for harder stuff like cocaine base, an intermediate in the production of the drug.

Legalize pot? So what? Isn?t everyone doing that or at least doing it and slapping on a bureaucratic moniker like decriminalization?

Details matter. Mujica?s initial proposal essentially sets out what might be called weed socialism. The plan foresees the national government becoming the source of hemp supply for all Uruguayan users.

Any interested adult would go to a consumer pot registry and, once enlisted, be entitled every month to buy up to 40 joints, or porros, as they?re called in Spanish (much better than the Anglo-Saxonism or even ?reefer?).

Okay, let me anticipate a multitude of reader comments here: What?s any of this have to do with science? First, Bloomberg: the New York mayor is big on his data-driven approach to getting citizens to behave properly. The Atlantic just ran a critique by researchers involved in the studies cited by the Bloomberg administration to justify the cap on drink size, economists who predicted that his plan may backfire. In the lab, people will over-consume when freely offered super-size portions. Having to choose among a range of sizes on their own in the real world is a different story.? There, they tend to pick what they are used to drinking, whether a large or small beverage.? Limiting consumption in that situation, the economists contend, may only prompt over-imbibing later: I was good this morning so I can splurge this afternoon.

So much for Northern Hemisphere science. There?s a long tradition of New York mayors imploding as their time in office nears a close. Now back to the southern cone. Mujica?s plan might be similarly science-challenged. Like his buddy Mike, he might be running into his own ?size matters? problem.

The minutiae of goods-rationing systems (operations research is science, right?) were a strength (maybe the wrong word) of the former Soviet bloc, but five-year plans for bread and dishwashers are a bit different than dealing recreational drugs at the state store.

The Mujica plan tentatively foresees making available for purchase no more than 40 porros a month. Researching the optimal-allotment size question is not grist for a typical PubMed search. Little more than a joint a day for regular users, though, might be viewed as a form of deprivation, which could lead to the same kind of compensatory over-indulgence engaged in by soda drinkers who expect their daily due. The extra supply would have to come from the illicit market.

For the government, the logistics might prove a touch daunting even for a country with a small population. Some reports have the national government planning to track the porros with chemical signatures and requiring users to return the roaches to the state store, presumably to ensure that the cigarettes weren?t resold after purchase. All this in the end may get worked out: as president, Mujica has often projected more the pragmatism of Brazil?s Lula than the dogmatism and hyperbole of Venezuela?s Chavez.

Anyway, one expects quirky ingenuity from newly developing countries. Uruguay is only a few hundred miles from the Bolivian border, a place where President Evo Morales has promoted the message that la hoja de la coca no es droga. And Bolivia is right next to Chile, which, at the other end of the political spectrum, once served as a social laboratory for Milton Friedman?s free-market ideas during the Pinochet years.

Nationalizing pot sales is just what you would expect from a 77-year-old former leader of the Tupamaro urban guerilla movement?and it marks a challenge to the long-time U.S. regional policy of viewing drug control as a relentless battle against suppliers. This time, though, Mujica shouldn?t count on another call and charitable offering from ?compa?ero Mike. Maybe, rather, a congratulatory tweet arriving from the outer reaches of the great beyond and signed by Abbie Hoffman.
