Switched On: For OUYA, it's game on -- Engadget

Each week Ross Rubin contributes Switched On, a column about consumer technology.

In discussing the varied routes Android has taken to the television, Switched On recently touched on OUYA, the cuboid game console that will run free-to-play Android games. The project has surpassed the $5.5 million mark on Kickstarter and it will likely break the Pebble smartwatch's record for overall funds collected just like it broke the record for funds collected in the first day.

Such a war chest will be useful in avoiding the fate of a long list of companies that failed at various times in the videogame console business, even after a wave of success. One reason why many of these companies faltered is that they could not attract the key franchises and compelling titles, much less exclusives, that drive an industry some deride as stagnant.

OUYA, its backers say, is different, because it eliminates the licensing fees needed to launch titles on a platform. For many of these games, though, it may largely eliminate revenue as it insists on a free-to-play model -- without details at this point as to whether, or how, advertising will support such games. That could shift virtually all of the financial burden to in-app purchases and subscriptions.

It may not be a major investment to tweak Angry Birds for the OUYA. Indeed, that title has already been implemented on the Roku 2 and even on Samsung's gesture-driven televisions. But consumers have shown limited interest in playing casual smartphone-style games on the big screen. Furthermore, interest in purchasing another device to enable such games may wane as technologies for transferring media from smartphones and tablets to the TV -- such as AirPlay and WiFi Display -- mature.

If smartphone-class games aren't compelling enough, why not bulk them up? OUYA's Kickstarter page says it wants games to be cheaper, but that could be a relative descriptor. Developers can, of course, pour more time and money into their games, particularly if they are freed of other costs such as licensing fees and development kits.

However, such investment must then be weighed against the ROI (return on investment) offered by competing and often more established platforms, like console game stores and general PC app stores, fast-growing tablets, the burgeoning base of smart TVs, and even the Web itself. And all this effort would be for the speculation of OUYA volume and an unknown percentage of its users who will clear the progressively taller hurdles of discovering the app, downloading the app and paying for a premium aspect of it.

As of this writing, about 43,000 people have already preordered an OUYA via Kickstarter. If the console continues to attract backers at the rate it has, it will have attracted about 180,000 preorders when the campaign ends. Developers may be excited by a maverick move in the console space, but, even with less friction, sound business propositions ultimately determine the difference between a successful game machine and a hacker's plaything.

Palestinian Authority facing 'critical' cash crunch: UN

The United Nations on Wednesday called for international donations to help the Palestinian Authority through a "critical" cash shortage.

The call came as Arab envoys at the UN stepped up demands for international action to halt Israeli settlement building in the occupied territories.

A financial crisis has been growing for President Mahmud Abbas's government this year, UN Special Coordinator for the Middle East Peace Process Robert Serry told the UN Security Council.

Saudi Arabia last week gave $100 million to help the Palestinian Authority pay salaries that were due in June.

Serry said Israel handed over value added tax revenues that it collects for the authority two weeks in advance last week "to assist with the payment of salaries ahead of the holy month of Ramadan."

"We call on other donors, particularly other Gulf countries, to consider a timely donation during this period of critical shortage," Serry said.

The Palestinian Authority said at the start of the year that it has $1.5 billion in debt to banks and companies and was expecting a $1 billion shortfall in its $3.5 billion annual budget.

The UN envoy said that the cash respite for the Palestinian Authority would be "brief" unless new donations are made.

The United States, a major donor to the authority, has also sent warnings about the cash crunch.

"The international community, along with the Palestinian people, has invested a great deal in the Palestinian Authority's institution-building efforts," said Jeffrey DeLaurentis, deputy US ambassador to the United Nations.

"Sustaining that effort is now in jeopardy, as the Palestinian Authority faces its worst financial crisis ever."

The financial crisis has added to the problems Abbas faces as he confronts political deadlock in efforts to end the Middle East conflict.

Talks with Israel have been suspended since September 2010 and the Israeli government has increased the number of permits for new housing in the occupied territories -- construction that the United Nations calls illegal.

Even the United States, Israel's closest ally, says the settlement building is not legitimate. But the United States last year vetoed a Security Council statement condemning the Israeli settlements.

Eleven Arab ambassadors at the UN issued a statement after the meeting to demand greater action to halt the settlement activity.

"The Arab group deplores the inability or unwillingness of the Security Council to take the measures necessary to end Israeli occupation," said the statement read to reporters by Saudi Ambassador Abdallah al-Mouallimi.

"Israel continues unabated its policy of expanding settlement activities throughout the West Bank. It continues its attempts to change the nature and character of the city of Jerusalem, including by confiscation of land and eviction of Palestinian citizens.

"We call upon the council to act promptly to salvage the diminishing chances for peace."

The Security Council must put an end to Israel's "siege of Gaza and to the occupation of West Bank, Golan Heights and Lebanese occupied territory," the envoys added.

The Palestinians have demanded an end to settlement building before they hold new direct talks.

During the debate, Israel's Deputy UN Ambassador Haim Waxman renewed calls for the Palestinian leadership to return to peace talks without conditions.

"They should remember that a real Palestinian state will only be created through direct negotiations -- and not UN resolutions," Waxman said. "It is time for them to drop their preconditions and sit down with Israel in a spirit of compromise."

Former FBI criminal profile expert Clint Van Zant warns against labeling the shooting suspect as a "psychopath" until the investigation is complete.

When James Eagan Holmes, the suspect in the Colorado movie theater shootings, enters court for the first time Monday, he will be taking the first step in a long legal journey likely to center on two issues: Is he?competent to stand trial? And will prosecutors seek the death penalty?

Police identified Holmes, 24, a graduate student at the University of Colorado-Denver medical school, as the suspect in the shootings at a screening of "Batman: The Dark Knight Rises" in Aurora, Colo., shortly after midnight Friday morning. Twelve people were killed, including a 6-year-old girl, and 58 others were injured.

Holmes will appear before a judge Monday morning in Arapahoe County District Court in nearby Centennial. Charges aren't expected to be filed at this early stage; the hearing is intended to advise Holmes that he is the focus of the investigation and to set conditions for his continued detention.

Carol Chambers, district attorney for the 18th Judicial District, which includes Arapahoe County, wouldn't address potential charges, telling reporters Friday that her focus was on providing information and resources to the victims and their families.

Eventually, Holmes will?almost certainly be charged and he will have to enter a plea. If he pleads not guilty by reason of insanity, or if his attorneys argue that he is incompetent to stand trial, proceedings could stretch out for months or years ? even indefinitely.

If Holmes' lawyers believe he isn't competent, they have "an absolute duty to raise competency and [request] a competency evaluation," said Scott H. Robinson, a prominent Denver criminal defense attorney.

A defendant is considered incompetent if he's unable to understand the charges against him or to assist in his own defense. Legal proceedings must stop until the defendant is restored to competency.

"Only down the road do we consider the question of 'not guilty by reason of insanity,''' Robinson told NBC station KUSA of Denver.

Then there's the question of whether Chambers would seek the death penalty.

"This is a unique type of situation," said Robinson, who noted that Chambers is term-limited and may not want to be saddled with that decision as she leaves office ? especially since it would be a non-issue if Holmes is found incompetent or not guilty by reason of insanity.

Instead, that decision could be made by Chambers' successor, Republican George Brauchler or Democrat Ethan Feldman, one of whom voters will elect in November.

James Alan Fox, a criminal justice professor at Northeastern University in Boston, said people who commit mass murders usually aren't mentally ill.

"It takes a certain degree of clear-headedness to plan and execute a crime like this," Fox told NBC News.

"Contrary to the common misperception that these guys suddenly snap and go berserk, these are well-planned executions," he said.

Clint Van Zandt, president of the security firm Van Zandt Associates and a former criminal profile expert for the FBI, also cautioned against rushing to any judgment.

"We've got to be careful," Van Zandt said in an interview on TODAY, criticizing commentators who he said were going on TV and "flippantly saying, 'Well, he's a sociopath, he's a psychopath.'"

"We all want to put a label on somebody," Van Zandt said. "We want to say, 'What is the cause, and what is the cure?'

"We want that real quick," but the human mind is too "complex" for such an easy answer, he said.

Tallahassee Real Estate Supply And Demand Speaks Volumes For Market?s Future

There is no better place to get information about home sales than the Tallahassee Board Of Realtors Multiple Listing Service.

The Leon County Tax Appraiser holds the data which contains all of the sale and property transfers in Tallahassee, and it is a wonderful resource.

But the Tallahassee Board Of Realtors Multiple Listing Service contains most of the sales and most of the homes for sale in Tallahassee, which means we can examine the balance of supply and demand.

It is this real estate supply and demand dynamic that best guides our forecasts, and this is why I so often write about ?months of supply? in the Tallahassee real estate market.

When we examine supply and demand in all the areas covered by the Tallahassee Board Of Realtors Multiple Listing Service, we find that things are slowly improving.

In the real estate graph above, the green line shows the annual trend of home sales, the red line records the average number of homes for sale, while the purple line plots the current months of supply on the right axis.

If we look at the left side of the graph, this is what ?good? or ?normal? is supposed to look like. Sales are far higher than listings, and the months of supply are around 6.

Then demand begins to rise in 2004 for various reasons, and the supply train notices and follows suit.

See how demand began to flatten in early 2005, but the supply side did not figure this out for several more years! So the additional building that occurred from 2005 through 2008 has over-built our market (roughly 14,500 too many homes were built during this period), and that is why our over-supply situation continues.

So even though the supply side is dropping (yeah!), the red line in the graph shows that it is still double the amount that we had before the boom of the housing market. Sadly, demand is no where near where it was prior to the run-up, and we know that it will take more time before it returns.

We continuously publish market information in order to help prevent this from happening again, and we hope that this vigilance will bring about equilibrium sooner to the Tallahassee real estate market.

Now that Apple has released iOS 6 beta 3, redsn0w has been updated to version 0.9.13 dev 3. So if you're a jailbreak developer, it's a good idea to make sure you update to the most recent beta so you can get to testing your jailbreak apps.

Note: This release of redsn0w is meant to be a developer release and not a general release to the public. Just as you should expect bugs in a beta version of iOS, you should also expect them in beta jailbreak tools. This release does not install Cydia. While it is possible to manually install Cydia after jailbreaking, we don't recommend it. If you aren't a developer, stay away.

How to jailbreak iOS 6 beta 3

1. Download redsn0w 0.9.13 dev 3 from our downloads section.
2. Save the iOS 6 beta 3 firmware file (IPSW) from Apple's developer portal somewhere on your computer that's easy to find. In previous releases you had to point to beta 1 but the new version allows you to point directly to the beta 3 file.
3. Put your iPhone, iPad, or iPod touch into DFU mode. If you don't know how to do this, you can check out our guide on how to put your device in DFU mode before continuing but we are assuming most jailbreak developers should be comfortable with DFU mode by now.
4. Now open redsn0w and click Extras

5. Now click the button that says Select IPSW. Navigate to the IPSW for iOS 6 beta 3 that you saved in step 2.

6. Once you've selected the iOS 6 beta 3 firmware file go back to the main screen of redsn0w and click Jailbreak.
7. Now make sure Install SSH is checked and continue.

How to perform a tethered boot

Your jailbreak will be tethered so once the jailbreak process is complete you'll need to perform a tethered boot with redsn0w.

1. Place your iPhone, iPad, or iPod touch back into DFU mode.
2. From the main screen of redsn0w select Extras again and then Select IPSW one more time.

3. Navigate to the iOS 6 beta 3 file again but this time select Just Boot from the Extras menu.

Let redsn0w do its thing. Your device will reboot and then you should be good to go. And again, keep in mind that this is a beta release and is not meant for the general public. Expect bugs and crashes. We only recommend installing beta software and beta jailbreak tools on test devices if you can help it.
