    CORVALLIS, Ore. The National Science Foundation has notified Oregon State University that it will be the lead institution on a project to finalize the design and coordinate the construction of as many as three new coastal research vessels to bolster the marine science research capabilities of the United States.

    OSU initially will receive nearly $3 million to coordinate the design phase of the project and if funds are appropriated for all three vessels, the total grant is projected to reach $290 million over 10 years. The final number constructed, and the geographic positioning of these vessels, will be determined by the National Science Foundation based on geographic scientific requirements and availability of funding.

    If all three vessels are built, it is likely that one would be positioned on the East Coast, West Coast and Gulf Coast, officials say.

    A project team led by Oregon State's College of Earth, Ocean, and Atmospheric Sciences will finalize the design for the 175-foot long, technically enhanced Regional Class ships, select a shipyard, oversee construction, and coordinate the system integration, testing, commissioning and acceptance, and transition to operations.

    "These will be floating, multi-use laboratories that are flexible and can be adapted for different scientific purposes, yet are more seaworthy and environmentally 'green' than previous research vessels," said Mark Abbott, dean of the OSU College of Earth, Ocean, and Atmospheric Sciences. "These ships will be used to address critical issues related to climate change, ocean circulation, natural hazards, human health, and marine ecosystems."

    OSU vice president for research Rick Spinrad, who previously directed research programs for the U.S. Navy and the National Oceanic and Atmospheric Administration (NOAA), said the new vessels would "revitalize and transform" coastal ocean science in the United States.

    "Many of the most pressing issues facing our oceans are in these coastal regions, including acidification, hypoxia, tsunami prediction, declining fisheries, and harmful algal blooms," Spinrad said. "Because of their flexibility, these new vessels will attract a broad range of users and will become ideal platforms to training early-career scientists and mariners."

    The project had the support of Oregon Gov. John Kitzhaber's Office, noted OSU President Ed Ray, who said the university will benefit from the process long before the first ship hits the water in 2019 or 2020.

    "What is really unique about this project is that it will involve faculty from engineering and business, who will join their oceanography colleagues on the design and construction elements and provide unbelievable training opportunities for OSU undergraduate and graduate students interested in project management, marine technology and marine science," Ray pointed out.

    The successful OSU proposal was submitted to the National Science Foundation by Clare Reimers, an oceanography professor, and Demian Bailey, the university's marine superintendent. As part of that submission, OSU proposed to be the operator of the first vessel. Additional operating institutions will be determined once the total number of vessels to be built is known.

    The university now operates the R/V Oceanus, an older research vessel scheduled for retirement about the time the new research vessels will become available.

    "The National Science Foundation hasn't authorized a multi-ship project since the 1970s," Bailey said, "and these are likely the only ships scheduled by NSF to be built during the next decade so this is a big deal. The endurance and size of the new ships will be similar to that of Oceanus and (former OSU vessel) Wecoma but they will be much more efficient and have far greater scientific capacity and flexibility."

    Bailey said the new vessels will have advanced dynamic positioning that will help them stay in place in the rugged Pacific Ocean. That is a benefit for launching and retrieving gliders and other autonomous or remotely operated vehicles, conducting precise seafloor mapping, and retrieving moorings and other instrumentation. They also will be much quieter, which will help researchers who use acoustics to study everything from endangered whales to undersea earthquakes and volcanoes.

    Reimers said the first phase of the 10-year project will begin in early 2013 with the finalization of the vessel design. A concept design is already in place and the OSU project team will partner with two regional firms The Glosten Associates in Seattle, Wash., and Science Applications International Corporation in Oregon City to meet naval architecture, marine design and systems engineering requirements.

    "These new vessels will allow scientists at sea to conduct state-of-the-art scientific research from the atmosphere above into the seafloor below our coastal oceans," Reimers said. "Broader impacts will also be possible because these ships will be equipped with modern telecommunications technologies and sensors to be able to transmit a rich variety of observations to scientists, educators and the public ashore."

    U.S. Sen. Ron Wyden (D-Ore.) praised the project and selection of OSU.

    "These research ships will keep the United States in the forefront of coastal ocean science," Wyden said. "The selection of Oregon State University to design these vessels represents an important investment in our nation's research infrastructure and adds to the state's already-growing reputation as a center for marine research and the place that will train the next generation of ocean scientists."

    Fellow Senator Jeff Merkley (D-Ore.) described the announcement as "great news for both Oregon State University and the state of Oregon."

    "Oregon State is on the cutting edge for marine research and it is only fitting that they have received the honor of designing these new research ships," Merkley said. "I am excited that we will be developing top-notch research into the health of our oceans and the effects of climate change through this targeted investment right here in Oregon."

    Car mirror eliminates 'blind spot,' objects appear as they are

    Labels on side-view mirrors warning drivers that objects are closer than they appear may soon disappear thanks to a new optical prescription for them, according to a new study.

    The prescription draws from a technique used to correct for nearsightedness and reduced focusing ability called progressive additive optics. It appears to eliminate blinds spots and make the distance of cars approaching from behind look about as far away as they really are.

    The mirror is broken up into three resolution zones: one for distance vision, one for close-up viewing and a middle zone making the transition between the two, according to team member Hocheol Lee from the Hanbat National University in Korea.

    ?The image a vehicle approaching from behind would only be reduced in the progressive zone in the center while the image sizes in the inner and outer zones are not changed,? Lee said in a news release from the Optical Society.

    This video of the progressive mirror demonstrates the accurate depiction of the distance to the approaching car from behind. Notice that the car disappears from the mirror just as it comes into view out the side window???no blind spot.

    According to Lee, the mirror isn?t crystal clear, but the slight blurriness and other imperfections are minor tradeoffs for the expanded field of view, more reliable depth perception, and lack of blind spot.

    Before the mirrors are available on U.S. cars, the researchers noted the design must first gain approval from auto safety regulators.

    (AP) ? A massive storm system raked the Southeast on Wednesday, generating tornadoes and dangerous winds that flipped cars on a major Georgia interstate, demolished homes and businesses and killed at least two people.

    WSB-TV in Atlanta aired footage of an enormous funnel cloud bearing down on Adairsville where the storm ripped through the city's downtown. Winds flattened homes and wiped out parts of a large manufacturing plant in the city about 60 miles northwest of Atlanta. Pieces of insulation hung from trees and power poles, and a bank was missing a big chunk of its roof.

    A 51-year-old man was killed when a tree crashed through the mobile home roof, and nine were hospitalized for minor injuries, emergency management officials said. Residents said no traces remained of some roadside produce stands ? a common sight on rural Georgia's back roads. One other death was reported in Tennessee when an uprooted tree fell onto a storage shed where a man had taken shelter.

    The storms tossed vehicles on Interstate 75 onto their roofs, closing the highway for a time.

    In Adairsville, the debris in one yard showed just how dangerous the storm had been: a bathtub, table, rolls of toilet paper and lumber lay in the grass next to what appeared to be a roof. Sheets of metal dangled from a large tree like ornaments.

    "The sky was swirling," said Theresa Chitwood, who owns the Adairsville Travel Plaza. She said she went outside to move her car because she thought it was going to hail. Instead, the storm decimated a building behind the plaza. Wind gusts were powerful enough to flip several tractor-trailers onto their sides in the parking lot.

    Danny Odum and Rocky Depauw, truckers from Marion, Ill., had stopped for breakfast when the suspected tornado hit.

    The pair had been driving their trucks through storm warnings all night long. They went inside to eat and Depauw got a weather alert on his phone. About two minutes later they saw debris flying through the parking lot and ran for an inner room.

    "I've been stopping here for probably 40 years," Odum said. "I just stopped and had breakfast this morning, and this happened."

    After it passed, Odum said he went outside to find his truck that was hauling diapers on its side with his dog Simon, a Boston terrier, still inside. Simon was scared but otherwise fine.

    Depauw's truck was parked next to Odum's and was damaged but still upright. He speculated his heavy haul of cat litter may have helped his truck handle the hit better than his friend's.

    Not far down the road, at Owen's Bar-B-Que, Chrystal Bagley and her coworkers heard warnings about severe weather on the radio, but they didn't hear Adairsville included. Around 11:45 a.m., the doors started rattling, and chairs and knick-knacks began blowing around the room as the door flapped open.

    "We heard this big old whooshing noise like a train, and then we ran to the restroom, but we had to dodge objects," she said. "It was real scary."

    By the time they reached the restroom, the 20 seconds of a roaring noise and shaking walls had stopped, and everyone was OK.

    Bartow County Fire Chief Craig Millsap said there were reports that two storm warning sirens may have failed, but he said they were not in the hardest-hit area.

    Anthony Raines, 51, died in Adairsville when a tree crashed through the roof of his mobile home and crushed him as he lay in bed, Bartow County Coroner Joel Guyton said.

    A shelter was set up at community recreation center as temperatures were expected to plummet to the 30s and 40s overnight and people had no heat or power. About 12,000 customers statewide had no electricity.

    Partial flooding caused massive traffic jams along I-75 into Atlanta and blocked lanes and entrance ramps on four other highways Wednesday night, said state Department of Transportation spokesman David Spear.

    Authorities were still investigating several sites to determine if damage was caused by twisters. Since Tuesday, the system had caused damage across a swath from Missouri to Georgia.

    In recent days, the South and Midwest had enjoyed unseasonably balmy temperatures in the 60s and 70s. A system pulling warm weather from the Gulf of Mexico collided with a cold front moving in from the west, creating volatility.

    In Tennessee, officials confirmed that a tornado with peak winds of 115 mph touched down in Mount Juliet. No serious injuries were reported even though the path of damage was about 150 yards wide. At least six other tornadoes were reported statewide.

    At a shopping center in Mount Juliet, large sheets of metal littered the parking lot and light poles were knocked down.

    One wall of a Dollar General store collapsed, and the roof was torn off.

    Mark Fulks Jr. runs Mark's Automotive with his father in a building attached to the Dollar General. The garage door was blown off his shop and sitting on one of the cars inside, and Fulks said several of the cars they were working on had their windshields blown out.

    A distribution center for The Tennessean newspaper also had severe damage. Rick Martin, who bags the newspapers and helps his wife deliver them, was shocked when he saw what was left. The metal frame of the building still stood, but its cinderblock walls had crumbled, and papers and plastic bags littered the trees.

    "We feel real lucky," he said Wednesday morning as he looked at the damage. "I would have hated to be in here when this happened."

    The deaths ended the nation's longest break between tornado fatalities since detailed records began being kept in 1950, according to the Storm Prediction Center and National Climatic Data Center. The last one was June 24 in Florida. That was 220 days ago as of Tuesday.

    The last day with multiple fatalities was June 4, when three people were killed in Missouri.

    Common genetic alteration found in head and neck cancers may not be key to effective treatment

    Jan. 29, 2013 ? Although a large majority of head and neck cancers have a deregulation of the PI3K/AKT/mTOR pathway, data recently published in Cancer Research, a journal of the American Association for Cancer Research, indicated that deregulation of this pathway does not necessarily signify that the tumor is dependent on it for survival and progression.

    Cancer, particularly of the head and neck, is highly heterogeneous, with a large number of genetic alterations rendering it resistant to specific targeted treatments. Because cancer is linked to genetic abnormalities, genomic and proteomic biomarkers are currently being used to design targeted therapeutic intervention for a variety of cancer indications.

    Research has shown the PI3K/AKT/mTOR pathway is deregulated in a large majority of solid tumors. Treatment with mTOR inhibitors results in robust activity in certain cancer cell lines, but they are not effective in all patients. Researchers are currently using biomarkers to try to stratify patients for response to mTOR inhibitors.

    "However, these technologies have limited success due to their inherent limitations in lack of clarity in distinguishing driver mutations in pathways from those of passengers," said Pradip K. Majumder, Ph.D., of the division of cancer biology at Mitra Biotech, Bangalore, India.

    Majumder and colleagues used a systems biology approach called tumor explant model to distinguish driver mutations, or those that are critical for a tumor's survival, from passenger mutations. This distinction is important for stratifying patients for current treatments and for developing novel rational combinations of anticancer agents.

    The researchers collected fresh tumor tissue from 22 patients with head and neck cancers and conducted ex-vivo explant experiments. They were able to identify responders to rapamycin, an mTOR inhibitor. However, a majority of the tumor samples did not have an antitumor effect after treatment with the mTOR inhibitor, possibly because rapamycin is known to activate the AKT pathway.

    To combat the AKT pathway activation, Majumder and colleagues treated the tumor samples with rapamycin in combination with an AKT inhibitor. Rapamycin-induced AKT activation was reversed, but a subset of patients still failed to respond.

    "While few tumors are dependent on only mTOR, others are dependent on both mTOR and AKT," Majumder said. "However, a majority of the mTOR pathway-activated tumors seemed to not be dependent on this axis for survival or maintenance."

    Targeted phosphoproteomic characterization of tumors resistant to dual AKT/mTOR inhibitors showed that multiple pathways were supporting the tumors' proliferation and survival and likely responsible for treatment resistance. This approach of combining ex vivo functional analyses with molecular profiling could potentially be used to stratify patients for appropriate combination therapy, according to Majumder.

    "A majority of anticancer drugs fail in the phase II efficacy stage of clinical development due to a lack of technologies to identify and appropriately stratify patients according to their tumor pathway dependence," Majumder said. "Using this approach, researchers may be able to develop a translational tool for further clinical development of novel anticancer drugs."

    Arrests made in Brazil fire as funerals begin

    SANTA MARIA, Brazil (AP) ? Brazilian police say they've made three arrests and are seeking a fourth person in connection with a nightclub fire that killed more than 230 people.

    Inspector Ranolfo Vieira Junior said at a Monday press conference that the arrests are for investigative purposes. He says the detentions have five-day limits.

    He declined to identify those arrested or the fourth person sought.

    More than 230 people died early Sunday during the fire at a university party in southern Brazil. Police have said they think a band's pyrotechnics show ignited sound insulation on the ceiling, causing the blaze.

    The Zero Hora newspaper quotes lawyer Jader Marques as saying his client Elissandro Spohr, a co-owner of the club, was arrested. The paper also says two band members were arrested.

    Funerals began Monday in the city of Santa Maria, Brazil, where the blaze took place.

    TOKYO (AP) ? According to its official statements, North Korea is ready to go to the brink. But how serious are Pyongyang's threats?

    This week, new U.N. sanctions punishing the North's successful December rocket launch have elicited a furious response from Pyongyang: strong hints that a third nuclear test is coming, along with bigger and better long-range missiles; "all-out action" against its "sworn enemy," the United States; and on Friday, a threat of "strong physical countermeasures" against South Korea if Seoul participates in the sanctions.

    "Sanctions mean war," said a statement carried by North Korea's official Korean Central News Agency.

    A U.S. research institute said Friday that recent satellite photos of the site where nuclear tests were conducted in 2006 and 2009 show North Korea could be almost ready to carry out its threat.

    In the face of international condemnation, North Korea can usually be counted on for such flights of rhetorical pique. In recent years it threatened to turn South Korea into a "sea of fire," and to wage a "sacred war" against its enemies.

    If the past is any indication, its threats of war are overblown. But the chances it will conduct another nuclear test are high. And it is gaining ground in its missile program, experts say, though still a long way from seriously threatening the U.S. mainland.

    "It's not the first time they've made a similar threat of war," said Ryoo Kihl-jae, a professor at the University of North Korean Studies in Seoul. "What's more serious than the probability of an attack on South Korea is that of a nuclear test. I see very slim chances of North Korea following through with its threat of war."

    Although North Korea's leadership is undeniably concerned that it might be attacked or bullied by outside powers, the tough talk is mainly an attempt to bolster its bargaining position in diplomatic negotiations.

    The impoverished North is in need of international aid and is eager to sign a treaty bringing a formal end to the Korean War, which ended nearly 60 years ago in a truce. It uses its weapons program as a wedge in the ever-repeating diplomatic dance with the U.S.-led international community, and there is no reason to believe this time is different.

    "I see this as their way of testing the water," said Narushige Michishita, a North Korea expert at Tokyo's Graduate Institute of Policy Studies. "North Korea will probably never be able to defeat the United States in a war. But they are getting stronger."

    In 2006 and 2009, North Korea carried out underground nuclear tests just after receiving U.N. sanctions for launching long-range rockets. The latest barrage of rhetoric comes after the U.N. Security Council voted unanimously on Tuesday to condemn the successful Dec. 12 rocket launch and further expand sanctions against Kim Jong Un's regime. Pyongyang replied with its threat of more launches and possibly another nuclear test.

    "Settling accounts with the U.S. needs to be done with force, not with words," said Thursday's statement from the National Defense Commission, which promised "a new phase of the anti-U.S. struggle that has lasted century after century."

    North Korea has long insisted that its rocket launches were peaceful attempts to put a satellite in orbit, while the U.S. and United Nations consider them illegal tests of missile technology. This week, however, Pyongyang, made it clear that one goal of its rocket program is to attack the United States.

    But its ability to do so is limited, say experts who believe North Korea still has technological kinks to work out in its nuclear devices. It is thought to be unable to make a nuclear weapon small enough to be mounted on a missile, so it needs to test that technology as well.

    Another big issue is money.

    In his first speech to his people, the young leader, Kim, who is still believed to be in his 20s, said North Korea will continue its "military first" policy. But for a nation that chronically struggles to feed its own people, resources are limited. And because of trade restrictions, acquiring parts for its weapons from abroad is increasingly difficult.

    Despite December's successful launch, North Korea's ability to get missiles off the launch pad is less than reliable. In April, a similar rocket splintered into pieces over the Yellow Sea. Days later, North Korea showed off what appeared to be an intercontinental ballistic missile, but many experts who reviewed footage of the rockets said they were clearly fakes.

    The North does, however, appear to be making some progress.

    Japan's Defense Ministry, in an assessment of the December launch presented to the prime minister on Friday, said the North's best designs probably give its missiles a range of more than 10,000 kilometers (6,200 miles), according to Japan's Kyodo news service. That would be enough to reach the West Coast of the United States. A South Korean defense official said Friday that Seoul agrees with that assessment.

    The Japanese report warned that Pyongyang's missile technology has "entered a new stage" that is of serious concern to the international community. Japan is particularly wary of North Korea's capabilities because all of its islands are well within striking distance. Japan also hosts about 50,000 U.S. troops, whose bases would be a tempting target if Pyongyang were to try to make good on its threats.

    "There has been a tendency to underestimate what North Korea can do in the space and missile field, and possibly with technology in general," U.S. nuclear expert Jeffrey Lewis wrote recently on his Arms Control Wonk blog. He noted that debris recovered from the wreckage of the December rocket's first stage indicates that most of it was made in North Korea.

    North Korea claims the right to build nuclear weapons as a defense against the United States, which stations more than 28,000 troops in South Korea.

    It is believed to have enough weapons-grade plutonium for about four to eight bombs, according to nuclear scientist Siegfried Hecker, who visited North Korea's nuclear complex in 2010. And in 2009, Pyongyang also declared that it would begin enriching uranium, giving it a second way to make atomic weapons.

    U.S. Defense Secretary Leon Panetta said Thursday that he has seen no outward sign that North Korea will follow through soon on its plan to conduct a test, but added that doesn't mean preparations aren't under way.

    A U.S. research institute said Friday that recent satellite photos of the Punggye-ri site where nuclear tests were conducted in 2006 and 2009 reveal that over the past month roads have been kept clear of snow and that North Koreans may have been sealing the tunnel into a mountainside where a nuclear device would be detonated.

    The analysis was provided to The Associated Press by 38 North, the website of U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies. The latest image was taken Wednesday.

    38 North concludes that the Punggye-ri site "appears to continue to be at a state of readiness that would allow the North to move forward with a test in a few weeks or less once the leadership in Pyongyang gives the order."

    U.S. officials confirmed Friday that the U.S. has seen some trucks moving around the site. One official said the U.S. is not ruling out that the test could happen in the near future.

    But the officials cautioned that, as in previous tests, because it would be done underground, the U.S. may not know much before it actually happens. Officials spoke on condition of anonymity because they were not authorized to discuss intelligence matters publicly.

    ESET NOD32 Antivirus 6


    Most antivirus vendors come out with a new version each year. Some include the year in the product name, some increment the version number. A few, like Kaspersky and Symantec, have chosen to drop versioning altogether in favor of continuous updates. The developers at ESET have a simpler plan?they release a new version when it's ready, rather being driven by market forces. ESET NOD32 Antivirus 6 ($39.99 direct; $59.99 for three licenses) comes almost a year and a half after its previous version, and it comes with some interesting new features.

    The organization of the main window has changed little since version 5, but ESET's cyborg mascot now graces the home screen. If all is well, a green status indicator reports that you have maximum protection. If there's a problem, you get a red status indicator and a link to the necessary fix. Simple!

    Installation Difficulties
    ESET offers a wide variety of support tools and dedicated cleanup utilities to handle persistent malware. Getting it installed on my twelve malware-infested test systems required almost every single one of them.

    Malware renders one test system unusable except in Safe Mode, and ESET won't install in Safe Mode. Fortunately, a scan with the ESET Rogue Application Remover wiped out the problem malware, allowing me to boot normal Windows and install the program.

    Four other systems demonstrated a range of problems. On one, ESET installed but couldn't complete a scan. Another couldn't finish the install process. ESET installed on a third, but malware actively blocked it from ESET's update and activation servers. ESET crashed at launch after installation on the fourth system.

    Tech support requested logs from the built-in SysInspector tool, which collects a very comprehensive collection of diagnostic data. They directed me to download a number of threat-specific cleanup tools. But, in the end, the only solution was a hands-on remote-access repair session.

    Between the four problem systems, I spent nearly five hours on the phone with ESET tech support. On the one hand, they did a very thorough job. On the other hand, wow, that was a long time devoted to nothing more than getting the program installed and running correctly.

    Decent Malware Cleanup
    Between the antivirus scanner itself, the various threat-specific tools, and hands-on cleanup by tech support, ESET detected 76 percent of the malware samples and scored 5.6 points for malware removal. That's decent, but Norton AntiVirus (2013) and Webroot SecureAnywhere Antivirus 2013 scored 6.6 points, better than any other current products.

    I like the fact that ESET takes care of definitely dangerous malware as it finds it, rather than waiting for permission. ESET does ask for your confirmation before removing less-risky "potentially unwanted applications," and for files detected by heuristic analysis rather than by signature, which is fine.

    Quite a few recent products have detected every single one of my samples that uses rootkit technology in an attempt to hide from antivirus. With 9.4 points, Kaspersky Anti-Virus (2013) earned the best rootkit removal score. The bootable FixMeStick 2013 came close, with 9.2 points. ESET missed one rootkit-disguised keylogger and took just 7.2 points for rootkit removal.
